КОНЦЕПТУАЛЬНІ ПІДХОДИ ДО ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ СТРАТЕГІЇ РОЗВИТКУ ІНВЕСТИЦІЙНОГО ПОТЕНЦІАЛУ РЕГІОНІВ УКРАЇНИ
Анотація
У статті виокремлено законодавчу базу державного регулювання розвитку інвестиційного потенціалу регіонів України. Визначено першочергові завдання державної інвестиційної політики. Підкреслено, що загальнодержавна політика формування розвитку інвестиційного потенціалу регіонів України повинна забезпечити узгодження інтересів держави та інвесторів з врахуванням існуючого співвідношення пропозиції і попиту на ринку капіталів, реальних можливостей країни, створити такі умови господарської діяльності, які були б привабливіші від тих, що пропонують інші потенційні імпортери капіталів. Для досягнення стратегічних цілей запропоновано три етапи. Стратегічною метою першого етапу визначено відновлення довіри інвесторів до партнерів та органів державного управління щодо умов інвестиційної діяльності. На другому етапі доцільно завершити формування системи залучення інвестицій, що забезпечило б обсяги інвестицій у розрахунку на одного мешканця у конкретних визначених обсягах. Стратегічною метою третього етапу є створення інвестиційного потенціалу, основні параметри якого забезпечили б конкурентоспроможність регіону як об'єкта інвестиційної діяльності на рівні аналогічних регіонів України та сусідніх держав.

CONCEPTUAL APPROACHES TO THE FORMATION AND IMPLEMENTATION OF THE STATE STRATEGY OF THE DEVELOPMENT OF INVESTMENT POTENTIAL OF THE REGIONS OF UKRAINE
Summary
The article points out the legislative base of public regulation of the development of investment potential of the regions of Ukraine. Priorities of state investment policy defined. It is emphasized that the national policy of formation of the development of investment potential of the regions of Ukraine must ensure coordination of the interests of the state and investors, taking into account the existing correlation of supply and demand in the capital market, the real possibilities of the country, to create conditions of economic activity which would be more attractive to those who offer other potential importers of capital. To achieve the strategic objectives proposed three phases. The strategic objective of the first phase will determine the recovery of investor trust to the partners and to the bodies of public administration about the conditions of investment activity. At the second stage it is expedient to complete the formation of system of investments attracting that would provide the volume of investments in per inhabitant in certain determined volume. The strategic objective of the third phase is to create investment potential, the basic parameters which would ensure the competitiveness of the region as an object of investment activity at the level of similar regions of Ukraine and neighboring countries.
