РОЗВИТОК АГРОІННОВАЦІЙ: ІНСТИТУЦІОНАЛЬНО-ЕВОЛЮЦІЙНИЙ АНАЛІЗ
Анотація
Досліджено організацію інноваційного процесу в агропромисловому виробництві з позицій інституціонально-еволюційного аналізу. Визначено причини та наслідки процесів рутинізації та хреодизації в аграрній сфері. Встановлено, що наслідком хреодизації інноваційних процесів у вітчизняній економіці в цілому стала низька інноваційна активність економічних суб'єктів, домінування в структурі інноваційних витрат статті придбання готових машин, устаткування і програмного забезпечення. Хреодний ефект закріпився ще на початковій стадії інноваційного процесу, його ознаками стали втрата позитивної динаміки у формуванні і якісному оновленні інтелектуального капіталу; відсутність заходів державної політики, спрямованих на регулювання формальних норм, які б сприяли поширенню інновацій. Про це свідчать наявні фінансові, кадрові, організаційні проблеми.
Доведено, що перехід на інноваційний шлях розвитку потребує руйнування господарського порядку, який не сприймає інновації та інституційних умов, які мали б формувати мотиви до інновацій і забезпечувати умови отримання інноваційної ренти.

Summary
Studied the organization of the innovation process in agricultural production from the standpoint institutional and evolutionary analysis. The reasons and consequences of processes and rutynizatsiyi hreodyzatsiyi in agriculture.
It was established that the effect hreodyzatsiyi innovation processes in the domestic economy as a whole has become a low innovation activity of economic actors dominate the structure of innovation expenditure article purchase ready-made machinery, equipment and software.
Hreodnyy effect has taken hold in the initial stages of the innovation process, its features were loss of positive dynamics in formation and qualitative upgrading of intellectual capital, the lack policy measures aimed at regulating the formal rules that are conducive to spread of innovation. These are the existing financial, human and organizational issues.
We prove that the transition to an innovative way of development requires the destruction of the economic order, which does not accept the innovation and institutional conditions that would form the grounds for innovation and support the innovative receiving rent.
