МЕХАНІЗМИ ВРАХУВАННЯ РИЗИКІВ У ПРОЦЕСІ ПРИЙНЯТТЯ УПРАВЛІНСЬКИХ РІШЕНЬ В УМОВАХ СУЧАСНИХ ВИКЛИКІВ
Анотація
У статті автор визначає та досліджує підгрунтя впровадження механізмів врахування ризиків у процесі прийняття управлінських рішень в умовах сучасних викликів. У роботі зазначено, що сьогодення механізми врахування ризиків у процесі прийняття управлінських рішень — це об'єктивні чинники, які зумовлені дією стохастичних причин і факторів, зокрема конфліктністю ситуації прийняття рішень, невизначеністю цілей та наслідків дій, відсутністю повної і об'єктивної інформації про процеси, які відбуваються тепер чи постануть у майбутньому. Ризик і невизначеність — постійні супутники небезпеки прийняття несприятливого рішення. Характерною ознакою для більшості управлінських рішень є наявність значних невизначеностей. Управління й планування за своєю природою вимагають розгляду подій у майбутньому, а майбутньому завжди властива невизначеність. Один із найважливіших аспектів процесу обгрунтування і прийняття рішень полягає в тому, що він повинен дати чітке розуміння місця й ролі невизначеності під час прийняття рішення.
Доведено, що дослідження реальних процесів прийняття рішень вимагає відповіді на питання, які стосуються механізмів і взаємозв'язків цих процесів у практиці управління та поведінки суб'єкта прийняття управлінських рішень у предметних ситуаціях.
Аналізом ходу і характеру дій, які складають процес прийняття рішень, його взаємозв'язками, роллю осіб чи груп осіб у прийнятті рішень займається психологічна теорія рішень. Ці задачі можуть мати й іншу назву, поділятися або ж об'єднуватися в окремі комплекси на основі поєднання інтересів кількох сторін. Тому методологічна база механізмів врахування ризиків у процесі прийняття управлінських рішень в умовах сучасних викликів має охоплювати як загальноприйняті методи аналізу ризику, так і спеціальні процедури підготовки рішень для окремих проблемних задач.
Робиться висновок, що вказані методи можуть ефективно використовуватися для впровадження механізмів врахування ризиків у процесі прийняття управлінських рішень.

MECHANISMS OF ACCOUNT OF RISKS ARE IN THE PROCESS OF ACCEPTANCE OF ADMINISTRATIVE DECISIONS IN THE CONDITIONS OF MODERN CALLS
Summary
In the article author to define and subsoil of introduction of mechanisms of account of risks in the process of acceptance of administrative decisions in the conditions of modern calls. It is in-process marked that mechanisms of account of risks in the process of acceptance of administrative decisions are objective factors which are predefined the action of stochastic reasons and factors, in particular by the conflict of situation of making a decision, vagueness of aims and consequences of actions, complete and objective null information about processes which take a place now or will appear in the future. A risk and vagueness is permanent of danger of acceptance of adverse. A characteristic sign for most administrative decisions is a presence of considerable. A management and planning on the nature require consideration of events in the future, and to the future always peculiar vagueness. One of major aspects of process of ground and making a decision consists in that he must give the clear understanding of place and role of vagueness during a decision-making.
It is well-proven that research of the real processes of making a decision requires answers for a question, which touch mechanisms and intercommunications of these processes in practice of management and conduct of subject of acceptance of administrative decisions in subject situations.
By the analysis of motion and character of actions which make the process of making a decision, his intercommunications, the psychological theory of decisions is engaged in the role of persons or groups of persons in making a decision. These tasks can have other name, divided or unite in separate complexes on the basis of combination of interests of a few sides.
Therefore the methodological base of mechanisms of account of risks in the process of acceptance of administrative decisions in the conditions of modern calls must engulf both generally accepted methods to the analysis to the risk and special procedures of preparation of decisions for separate problem tasks.
Drawn a conclusion, that the indicated methods can be effectively utillized for introduction of mechanisms of account of risks in the process of acceptance of administrative decisions.
