ІННОВАЦІЙНИЙ ПІДХІД ДО УПРАВЛІННЯ РЕГІОНАЛЬНОЮ ІНФРАСТРУКТУРОЮ

Анотація

У статті було розглянуто управління регіональною інфраструктурою на інноваційній основі як можливість отримати конкурентні переваги. Такий підхід представляється найбільш прогресивним і зможе забезпечити сталі позиції регіонів не тільки на внутрішньому ринку країни, але й вийти з здобутими перевагами на міжнародний рівень.
У процесі дослідження міжнародної практики було встановлено, що технологічні інновації стають усе більш провідними в напрямі конкуренції в мережі послуг інфраструктури й технічний прогрес майже усунув природню монополію на ринках. Було помічено, що через зростаючу важливість науки, технологічного розвитку й інновацій для економіки, зайнятості й конкурентоспроможності, присутні серйозні підстави для втручання в регіональну політику на всіх рівнях політики. Грунтуючись на проведеному дослідженні застосування інноваційного підходу до управління інфраструктурою в провідних крайніх світу, запропоновано схему інноваційного управління транспортною інфраструктурою.
У статті підкреслюється необхідність залучення додаткових інвестиційних ресурсів до інфраструктури й відповідно пропонується використовувати механізм державно-приватного партнерства, а саме таку нову форму взаємодії, що довела свою ефективність у світовій практиці, як контракти життєвого циклу.

THE INNOVATIVE APPROACH TO MANAGEMENT OF A REGIONAL INFRASTRUCTURE

Summary

The management of a regional infrastructure on an innovative basis as possibility to get competitive advantages has been considered in the article. Such approach is represented to the most progressive and can supply constant items of regions not only in country home market, but also to leave with the extracted advantages on the international level.
In the course of research of the international practice, it has been established that technological innovations become more and more supervising in a competitiveness direction in networks of services of an infrastructure and technical progress has almost discharged natural monopoly in the markets. It has been noticed that because of a science increasing importance, technological development and innovations for economy, employment and competitiveness, there are serious bases for interference in the regional policy at all levels of a policy. Being based on the conducted research of application of the innovative approach to management of an infrastructure in the developed countries of the world, the scheme of innovative management is offered by a transport infrastructure.
In the article necessity of attraction of additional investment resources for an infrastructure is underlined and accordingly it is offered to use the mechanism of state-private partnership, namely such new form of interaction which has proved the efficiency in world practice, as life cycle contracts.
