Анотація

У статті розглянуто проблеми формування національної моделі локальної демократії в контексті реформування місцевого самоврядування і територіальної організації влади в Україні. Зазначається, що однією з найважливіших проблем муніципальної реформи є пошук оптимальної доктринальної основи місцевого самоврядування. Аналізуються концепції місцевого самоврядування, які стали основою європейської моделі муніципального менеджменту. Обгрунтовується необхідність врівноваження різних форм представницької та безпосередньої демократії на місцевому рівні, з'ясування оптимального обсягу безпосередньої (прямої) демократії.

THE DEVELOPMENT OF DIRECT DEMOCRACY IN THE CONTEXT OF MUNICIPAL REFORM IN UKRAINE

Summary

The article deals with the problem of forming a national model of local democracy in the context of local government reform and territorial power organization in Ukraine. It is noted that one of the major problems of municipal reform is to find the optimal doctrinal foundations of local self-government. Concepts of local government, which became the basis of the European model of municipal management analyzed. Justified the need to balance the various forms of representative and direct democracy at the local level also need to clarify the optimal level of direct democracy.
