ПАРЛАМЕНТАРИЗМ ЯК ЗАСІБ РОЗВИТКУ ДЕМОКРАТІЇ

Анотація

У статті досліджуються особливості інституту парламенту при виконанні ним функцій засобу становлення та розвитку демократії. Розглядається одна з актуальних проблем розвитку демократії, яка полягає в нездатності Верховної Ради України ефективно виконувати функції демократичного парламенту, що обумовлює доцільність проведення конституційно-правової реформи. В сучасних умовах трансформації українського суспільства активізувався конституційний процес, і центральним питанням є перерозподіл повноважень між парламентом і Президентом України. Від того, наскільки успішною виявиться здійснювана реформа, залежить не тільки демократична визначеність політичної системи країни, але й можливість інтеграції України в європейські структури в рамках проголошеного зовнішньополітичного курсу.
Проаналізовано особливості парламентів різних країн та досліджено історичну генезу даного інституту.

PARLIAMENTARISM AS A MEANS FOR THE DEVELOPMENT OF DEMOCRACY

Summary

This article examines the peculiarities of the institution of Parliament in the performance of the functions of the means of formation and development of democracy. Considered one of the urgent problems of development of democracy, which is the inability of the Supreme Rada of Ukraine effectively perform the functions of a democratic Parliament that determines the feasibility of constitutional and legal reform. In modern conditions of transformation of Ukrainian society intensified the constitutional process, and the Central issue is the redistribution of powers between Parliament and the President of Ukraine. How successful will be implemented reform depends not only democratic certainty of the political system of the country, but also the possibility of Ukraine's integration into European structures in the framework of the declared foreign policy.
Analyzed the parliaments of different countries and studied the historical Genesis of this institution.
