СТРУКТУРНО-ФУНКЦІОНАЛЬНА МОДЕЛЬ СИСТЕМИ ДЕРЖАВНОГО УПРАВЛІННЯ РОЗВИТКОМ ФІЗИЧНОЇ КУЛЬТУРИ І СПОРТУ В УКРАЇНІ
Анотація
Визначено, що елементами моделі системи державного управління розвитком фізичної культури і спорту в Україні є стратегічний аспект, лінія середньої ланки, програмно-технологічна структура, функціонально-допоміжна структура й операційне ядро. Кожен з цих елементів репрезентований владними інституціями, серед яких ключову роль відведено саме Міністерству молоді та спорту України, адже воно повинно здійснювати державне управління в указаній галузі, що передбачає реалізацію базових управлінських функцій. З'ясовано, що це міністерство та інші державні й самоврядні органи керуються у своїй діяльності низкою принципів і створені з метою формування та реалізації відповідної державної політики щодо забезпечення розвитку фізичної культури та спорту на макро-, мезо- і мікрорівнях. Доведено, що на цих рівнях безпосереднє державне управління розвитком означеної галузі має відбуватися в таких напрямах: фізичне виховання в освітній сфері, масовий спорт та фізкультурно-оздоровча робота з інвалідами, спорт вищих досягнень, у системі якого знаходиться дитячо-юнацький спорт. Ураховуючи загальну концепцію державного управління, у статті мотивовано розглядати модель системи державного управління розвитком фізичної культури та спорту також з позиції її процесуальності, тобто поетапної реалізації низки управлінських дій.

STRUCTURAL AND FUNCTIONAL MODEL OF THE SYSTEM OF STATE MANAGEMENT OF THE DEVELOPMENT OF PHYSICAL CULTURE AND SPORT IN UKRAINE
Summary
It was determined that the strategic accept, the line of middle ranking, the software and hardware structure, the auxiliary functional structure, and the operating kernel are the elements of the model of the system of state management of physical culture and sport in Ukraine. Each of these elements is represented by power institutions. Among them, the key role belongs to the Ministry of Youth and Sports of Ukraine, as it must carry out the state management of the indicated area. This stipulates the implementation of the basic administrative functions. It was found out that this Ministry and the other state and self-government agencies are guided in their activity by the range of the principles, and were established with the purpose of forming and implementing the relevant state policy concerning the guarantee of the development of physical culture and sport at macro-, meso- and microlevels. It was proved that the direct state management of the indicated area at these levels must be carried out in the following directions: physical training in the educational area, popular sport and health and fitness work with disabled persons, high performance sport, the system of which includes sport for children and young people. Taking the general concept of the state management into account, it is also reasonable to examine in the article the model of the system of state management of the development of physical culture and sport from the point of view of its procedurality, i.e. the phased implementation of the range of administrative actions.
