КОНЦЕПТУАЛЬНІ ЗАСАДИ ФОРМУВАННЯ ІНСТИТУЦІОНАЛЬНОЇ ПОЛІТИКИ ІННОВАЦІЙНОГО РОЗВИТКУ АГРОПРОМИСЛОВОГО ВИРОБНИЦТВА
Анотація
Досліджено теоретико-методологічні засади формування інституціональної політики інноваційного розвитку агропромислового виробництва.
Доведено, що метою інституціональної інноваційної політики в аграрній сфері має стати формування інституціонального базису, який стимулює інвестиційний попит на інновації та змінює структуру мотивів і стимулів, які продукує сам інститут. Встановлено, що стимулювання інноваційного розвитку агропромислового виробництва має бути комплексним з використанням усіх наявних форм, включаючи запозичення передових технологій, освоєння новітніх досягнень в області організації бізнес-процесів і сфері управління.
Обгрунтовано, що основним імперативом державної стратегії інноваційного розвитку агропромислового виробництва має стати формування інноваційного сектора економіки і підтримка його інноваційних процесів, через насичення результатами цих процесів інноваційної форми ринку, створення потреб в них для споживача таких результатів.
Встановлено, що при реалізації стратегічних пріоритетів інституціональної інноваційної політики необхідно сконцентрувати інструменти впливу на рівні інноваційної форми ринку на трьох складових: отримання інновацій, інноваційного продукту і інноваційної форми послуг.

Summary
Theoretical and methodological basis of the formation an institutional policy of innovative development agricultural production.
We prove that the purpose of institutional innovation policy in the agricultural sector should be the creation of an institutional base that stimulates investment demand for innovations and changes the structure of motives and incentives produce the institution. Established that stimulate innovative development of agricultural production should be integrated using all available forms, including borrowing of advanced technology, the development the latest advances in the field of business process and governance.
It is proved that the main imperative of the state strategy innovative development of agricultural production should be the creation innovative economy and support its innovation processes through saturation results of these processes of innovative forms of market, creating the need for them to consumers such results.
Found that the implementation of the strategic priorities institutional innovation policy instruments necessary to concentrate the impact on the level of innovative forms of market on three components: acquiring innovation, innovative product, innovative forms of service.
