ДЕФІНІЦІЇ ЕКОНОМІЧНОЇ КАТЕГОРІЇ "ІНВЕСТИЦІЙНА БЕЗПЕКА"

Анотація

Стаття присвячена дослідженню дефініції економічної категорії "інвестиційна безпека". Здійснено критичний огляд існуючих трактувань поняття "інвестиційна безпека держави". Виявлено існування двох підходів: визначення інвестиційної безпеки через рівень інвестицій або рівень інвестування економіки, який забезпечував би її розширене відтворення, раціональну реструктуризацію та технологічне переозброєння та визначення інвестиційної безпеки через спроможність забезпечення певного рівня інвестицій, здатність створити передумови активної інвестиційної діяльності, можливість нагромадження ресурсів чи капітальних вкладень. Запропоновано розуміти інвестиційну безпеку держави як стани захищеності безпосередньо країни, інвестора, суб'єктів господарювання та населення при яких нейтралізовано усі загрози. Проаналізовано також наявні дефініції економічної категорії "інвестиційна безпека підприємства". Виявлено, що окремі з них повторюють визначення інвестиційної безпеки держави, а інші можна об'єднати у такі групи: ті, що ототожнюють інвестиційну безпеку підприємства зі станом захищеності інвестицій; ті, в яких вона розглядається як стан ефективного використання ресурсів та/або процес забезпечення певного стану інвестиційної сфери; ті, в яких інвестиційна безпека підприємства трактується як міра узгодження його економічних інтересів з суб'єктами (впливом) зовнішнього середовища; а також ті, які ототожнюють її з безпекою інвестиційних проектів (інвестиційної діяльності). Запропоновано інвестиційну безпеку підприємства розглядати як стани захищеності підприємства — об'єкта інвестування, інвестора та їх стейкхолдерів, за яких нейтралізовано усі загрози.

DEFINITIONS ECONOMIC CATEGORY OF "INVESTMENT SECURITY"

Summary

The article investigates the definition of economic category of "investment security". Carried out a critical review of existing interpretations of the term "investment security of the state." The existence of two approaches: the definition of investment security through the level of investment or level of investment in the economy, which would provide its expanded reproduction, rational restructuring and technological modernization and the definition of investment security through the ability to provide a certain level of investment and the ability to create preconditions active investment activity, the possibility of accumulation of resources or capital investments. Proposed to realize the investment security of the state as a state of security of the country directly, investor, business entities and the public at which neutralize all threats. Also analyzed the existing definition of economic category of "investment security of the enterprise." Revealed that some of them repeat the definition of investment security of the state, and the rest can be divided into the following groups: those that identify investment enterprise security as protection of investments; those in which it is regarded as a state of effective use of resources and / or the process of securing a certain state investment sphere; those in which the investment enterprise is treated as a security measure harmonize its economic interests with the actors (impact) of the environment; as well as those who identify it with the security of investment projects (investment). Suggested investment security companies be considered as state security companies — the object of investment, the investor and their stakeholders under which neutralize all threats.
