КЛАСТЕРНИЙ МЕХАНІЗМ ОРГАНІЗАЦІЇ ПРОМИСЛОВОГО ВИРОБНИЦТВА

Анотація

Встановлено, що в даний час орієнтація розвитку промисловості регіону на зовнішній ринок може бути виправдана за умови: організації сумісних виробництв (робота на ліцензійній основі) із зарубіжними партнерами, що зарекомендували себе на світовому ринку, займають певну його нішу (зокрема використання торгових марок, технологій та інше); розвитку, реорганізації і реконструкції виробництв, що активно працювали на потреби світового ринку в умовах старої економічної системи при дотриманні вимог міжнародних стандартів у частині, яка стосується як самих підприємств, так і продукції, що випускається ними; випуску ексклюзивної продукції наукоємних галузей (на базі новітніх науково-технічних розробок, які не мають аналогів за кордоном).
Визначено необхідність створення промислових кластерів, де у якості управлінської установи процесом взаємодії підприємств виступає обласна державна адміністрація з функціями дослідження, аналізу і контролю. При кластерному аналізі передбачається, що кожна конкретна галузь повинна розвиватися усередині кластера вертикально і горизонтально взаємозв'язано. Визначено, що становлення базової галузі ініціює розвиток галузей-постачальників і галузей-споживачів, а також сегментів послуг, що належать до кластера.

CLUSTER MECHANISM OF ORGANIZATION OF INDUSTRIAL PRODUCTION

Summary

It is established that currently the orientation of regional industry's development towards foreign markets may be justified under the following conditions: the organization of compatible production (work on license basis) with foreign partners who have proven themselves in the global market, occupy its certain niche (including the use of trademarks, technology, etc.); the development, reorganization and reconstruction of productions that worked actively for the needs of the global market in the conditions of the old economic system in compliance with international standards in the part concerning both the companies and the products they produce; the release of the exclusive products of the knowledge based industries (based on the latest scientific and technological developments, which have no analogues abroad).
The necessity of creation of industrial clusters, where regional state administration with the functions of research, analysis and control acts as a management agency of the process of interaction between enterprises is determined in the article. The cluster analysis assumes that each specific industry must develop within a cluster interconnected both vertically and horizontally. It is defined that the formation of basic industry initiates the development of supply sectors and consumer sectors as well as the segments of services belonging to the cluster.
