СУТНІСТЬ ДЕРЖАВНОГО УПРАВЛІННЯ У СФЕРІ ІНФОРМАЦІЙНОЇ БЕЗПЕКИ ОРГАНІВ ОХОРОНИ ДЕРЖАВНОГО КОРДОНУ УКРАЇНИ
Анотація
У роботі досліджено теоретичні засади державного управління у сфері інформаційної безпеки як основи вдосконалення відомчої політики захисту інформаційних ресурсів прикордонного відомства України.
Оскільки державне управління у сфері інформаційної безпеки є специфічним процесом з характерними особливостями функціонування об'єкту управління, постійною генерацією нових негативних впливів та ризиків, наразі не існує єдиного підходу щодо реалізації державного управління інформаційною безпекою як на національному, так і відомчому рівнях.
Для вирішення даної проблеми автор пропонує визначити державне управління у сфері інформаційної безпеки для органів охорони державного кордону України як складну організаційно-правову систему, ефективне функціонування якої можливе у разі розв'язання та реалізації наступних наукових завдань:
— визначення ієрархічної системи нормативно-правових актів у сфері інформаційної безпеки на рівні таких стратегічних документів, як доктрина, стратегія та концепція;
— удосконалення політики прикордонної безпеки у сфері захисту інформації;
— розробка проекту Стратегії захисту інформаційних ресурсів Державної прикордонної служби України;
— розробка моделі прийняття управлінських рішень щодо забезпечення інформаційної безпеки в органах охорони державного кордону.

THE ESSENCE OF PUBLIC ADMINISTRATION IN THE FIELD OF INFORMATION SECURITY OF THE BODIES OF STATE BORDER GUARD SERVICE OF UKRAINE
Summary
The theoretical foundations of public administration in the field of information security as a basis for improving departmental policy to protect information resources of the border department of Ukraine are investigated in the work.
As the public administration in the field of information security is a specific process with the characteristic features of functioning of the control object and the constant generation of new negative impacts and risks, there is no single approach for the time being to the realization of the public administration of information security, both at the national and departmental levels.
To solve this problem, the researcher suggests to define the public administration in the field of information security for the bodies of the state border guard of Ukraine as a complicated organizational and legal system, the effective functioning of which is possible in the case of solution and implementation of the following research objectives:
— definition of hierarchical system of legal acts in the field of information security at the level of strategic documents such as doctrine, strategy and concept;
— improving of the border security policy in the field of information security;
— development of the project of the Strategy for protection of information resources of the State Border Guard Service of Ukraine;
— developing of a model of management decision-making as for information security in the bodies of the State Border Guard.
