ІНВЕСТИЦІЙНА ЗАБЕЗПЕЧЕНІСТЬ ТРАНСПОРТНОЇ ІНФРАСТРУКТУРИ РЕГІОНІВ УКРАЇНИ

Анотація

У статті проведено порівняння процесу інвестування транспортної інфраструктури України з провідними країнами світу, підкреслені його особливості. Запропоновано формулу розрахунку індексу інвестицій у транспортну інфраструктуру та на його основі проведено групування регіонів України. Встановлено, що кожний з отриманих кластерів включає області, котрі мають однакову динаміку індексу інвестицій та подібні умови процесу інвестування. Також було встановлено, що головна проблема полягає в недостатньому фінансуванні або регулюванні інфраструктурних проектів. Змінити ситуацію на краще може залучення приватних інвесторів, однак у транспортному секторі виявилося чимало перепон, насамперед, регуляторних, що виступають як стримуючі фактори. Для більш точної оцінки регіонів щодо тенденцій розвитку транспортної інфраструктури, запропоновано розраховувати відношення індексу інвестицій до індексу приросту інфраструктурного потенціалу. За результатами розрахунків були отримані дані, котрі дозволили розподілити області України на ті, що знаходяться в стадії стагнації щодо розвитку інфраструктури, ті, що її продовжують розвивати й ті, що цього не роблять. Використання такого індексу дозволить доповнити існуючі системи оцінки результативності функціонування транспортної інфраструктури, виокремлюючи та кількісно характеризуючи аспекти розвитку взаємодії секторів діяльності інфраструктури в економіці регіонів.

INVESTMENT MAINTENANCE OF THE TRANSPORT INFRASTRUCTURE OF REGIONS OF UKRAINE

Summary

In the article comparison of process of investment of a transport infrastructure of Ukraine with the leading countries of the world is conducted, its features are underlined. The formula of accounts of an index of investments into a transport infrastructure is offered and on its basis grouping of regions of Ukraine is conducted. It is established that each of received clusters includes areas which have identical dynamics of an index of investments and similar conditions of process of investment. Also it has been established that the main problem consists in insufficient financing or regulation of infrastructural projects. Change a situation to the best attraction of private investors can, however in transport sector it has appeared to much barriers, first of all, regulator that act as deterrents. For more exact estimation of regions concerning tendencies of development of a transport infrastructure, it is offered to expect the relation of an index of investments to an index of a gain of infrastructural potential. By results of accounts the data which have allowed to distribute areas of Ukraine that are in a stage of stagnation concerning infrastructure development, that continue to develop it and that do not do it have been obtained. Use of such index will allow to add existing systems of an estimation of productivity of functioning of a transport infrastructure, allocating and quantitatively characterising aspects of development of interaction of sectors of activity of an infrastructure in economy of regions.
