ВПЛИВ СИТУАЦІЙНИХ ЧИННИКІВ НА ФОРМУВАННЯ ТА РОЗВИТОК ЛІДЕРСТВА В СИСТЕМІ МІСЦЕВОГО САМОВРЯДУВАННЯ
Анотація
У статті досліджено вплив ситуаційних чинників на формування та розвиток лідерства в системі місцевого самоврядування. З'ясовано, що ситуаційні фактори, які впливають на розвиток та формування лідерства відрізняються в залежності від елемента системи місцевого самоврядування, на який вони чинять вплив.
На рівні територіальної громади впливають на місцеву раду, голову територіальної громади, виконавчий комітет, апарат ради, органи самоорганізації населення ситуаційні чинники, які включають: вплив і вимоги населення територіальної громади, їх потреби, вплив внутрішнього та зовнішнього середовища органів влади, особисті якості голови ради, депутатів, членів виконавчого комітету, працівників апарату ради, характер виконуваного завдання, демографічну ситуацію, активність населення, наявність ресурсної бази тощо.
На рівні районних та обласних рад основним ситуаційним чинником є політичний вплив.
На рівні асоціацій місцевого самоврядування України основним ситуаційним чинником виокремлено потреби в розвитку громади та потреби в удосконаленні управління, тобто вплив внутрішніх та зовнішніх чинників.
У статті обгрунтовано характеристику лідерської ситуації в системі місцевого самоврядування, яка охоплює структуру міжособистісних внутрішньогрупових відносин всередині органу місцевого самоврядування та зовні нього, систему базових та індивідуальних цінностей і відносин, риси культури, яка склалася у відповідному елементі системи місцевого самоврядування.

THE IMPACT OF SITUATIONAL FACTORS ON THE FORMATION AND DEVELOPMENT OF THE LEADERSHIP SYSTEM OF LOCAL GOVERNMENT
Summary
In the article the influence of situational factors on the formation and development of leadership in local government. It was found that situational factors that influence the development and formation of leadership vary depending on the element of local government in which they have an impact.
At the level of territorial communities affect the local council, the head of the territorial community, executive committee, staff of the council, the BSP situational factors include: the impact and requirements of the population of territorial communities, their needs, the impact of internal and external environment authorities, private as Chairman of the Board , deputies, members of the executive committee, staff council, the nature of the assignment, the demographic situation, the activity of the population, the availability of the resource base and so on.
At the level of district and regional councils of major situational factor is political influence.
At the level of local government associations Ukraine main situational factors singled out the need for community development and the need to improve governance, the impact of internal and external factors.
In the article the characteristics of leadership situation in the local government system, which includes intra-structure of interpersonal relationships within the local government system and basic individual values and attitudes, traits culture prevailing in the corresponding element of local government.
