ВІЙСЬКОВО-ПРОМИСЛОВИЙ КОМПЛЕКС: ПОНЯТТЯ, СУТНІСТЬ І РОЛЬ ДЕРЖАВИ В УПРАВЛІННІ НИМ

Анотація

Уточнено поняття та складові військово-промислового комплексу. Доведено, що на стан функціонування зазначеного комплексу впливають інституційні механізми, історичні традиції, соціально-економічний розвиток, внутрішньо- і зовнішньо політична ситуація тощо. Визначено, що ВПК як позитивно, так і негативно впливає на розвиток подій у світі, зокрема відбувається вдосконалення зброї (у тому числі масового знищення), її швидке розповсюдження, виникнення міжрегіональної та міжнародної напруженості тощо. З метою унеможливлення останнього в межах статті запропоновані концептуальні засади реформування ВПК України, які передбачають, по-перше, забезпечення повноцінне розкриття потенціалу такого комплексу (техніко-технологічного, управлінського та матеріально-фінансового). А по-друге, упровадження його підприємствами новітніх принципів організаційно-господарської діяльності. Воно має супроводжуватися прийняттям низки нормативно-правових актів.

MILITARY-INDUSTRIAL COMPLEX: NOTION, ESSENCE AND STATE'S ROLE IN ITS ADMINISTRATION

Summary

The essence and elements of military-industrial complex is studied in the paper. It is proved that the institutional mechanisms, historical traditions, social and economic development, internal and external political situation, etc. influence the state of functioning of the indicated complex. It is determined that the MIC influences the development of events worldwide both positively and negatively. In particular, there is the improvement of weapon (including the weapon of mass destruction), its fast spread, the appearance of interregional and international tension, etc. With the purpose of making the latter impossible, the conceptual principles of the MIC reforming in Ukraine are proposed in the paper. They stipulate, first of all, the provision of the comprehensive revealing of the potential of this complex (technical and technological, administrative and material and financial ones); and second, the introduction of the latest principles of organizational and economic activity on its enterprises. It must be accompanied with the adoption of the range of laws and regulations.
