ПУБЛІЧНА ІНФОРМАЦІЯ — ОДИН З НАЙВАЖЛИВІШИХ ЕЛЕМЕНТІВ РОЗВИТКУ СИСТЕМИ ДЕРЖАВНОГО УПРАВЛІННЯ ЗА ДОПОМОГОЮ ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНИХ ТЕХНОЛОГІЙ
Анотація
На основі визначеної мети у статті проаналізовано сучасний стан нормативно-правового забезпечення доступу до публічної інформації громадян, відкритості та прозорості публічної політики. В статті досліджено необхідність розвитку новітніх інформаційно-комунікаційних засобів (Електронний Уряд, відкриті дані та ін.), за допомогою яких державне управління в Україні має вийти на істотно новий, а головне — якісний рівень комунікації з громадянами, що дозволить швидко і в повному обсязі вирішувати нагальні питання.

PUBLIC INFORMATION: — AN ESSENTIAL ELEMENT IN THE DEVELOPMENT OF PUBLIC ADMINISTRATION USING INFORMATION — COMMUNICATION TECHNOLOGIES
Summary
This article analyzes the current legal state of access to public information by citizens and the of openness and transparency of public policy. The article considers the need for the development of new information — communication means (e-government, open data, etc.). The government in Ukraine has to reach significantly new and important quality of communication with citizens to quickly and completely resolve the pressing question.
The successful adoption of the Law of Ukraine "On Access to Public Information" is an important step for the legal settlement of the constitutional right of everyone to freely collect, store, use and disseminate information and ensure transparency and openness in the work of public authorities.
One result of the introduction in Ukraine of mechanisms of e-government is a very important problem shift from the usual public-disclosure management solutions to their full coordination with the public at this stage of development.
So implementation of access to public information at this stage is extremely important especially for sovereignty and national security of the state and society. These opportunities are much better when carefully worked out beforehand and scientifically substantiated basic policies are required to implement them in the field. A well balanced, science-based approach to the formation and implementation of modern information policy is today the most important task in complex public administration purposes. For modern Ukraine, the optimal mechanism of access to public information is a key tool for the development of civil society, essential for constructive dialogue between government and people, means of ensuring national security and further reform of the state economy.
