ОСОБЛИВОСТІ ФОРМУВАННЯ РИНКОВОГО СЕРЕДОВИЩА У ЖИТЛОВО-КОМУНАЛЬНОМУ ГОСПОДАРСТВІ
Анотація
Розглянуто суперечності формування ринкового середовища в житлово-комунальному господарстві. Узагальнено основні підходи до демонополізації галузей ЖКГ і формування конкурентного середовища для більшості підгалузей. Досліджено теоретичні передумови удосконалення тарифоутворення у житлово-комунальному господарстві. Проаналізовано особливості зміни ринкового середовища, що визначають правила і норми поведінки господарюючих суб'єктів. Окремо досліджено специфіку формування ринкового середовища у сфері теплопостачання. Обгрунтовано необхідність впровадження міського енергетичного плану у сфері теплопостачання з метою стимулювання залучення інвестицій в будівництво і модернізацію підприємств та інфраструктури житлово-комунального господарства.

FEATURES OF FORMATION OF THE MARKET ENVIRONMENT IN THE HOUSING AND COMMUNAL SERVICES
Summary
The contradictions of the formation of the market environment in housing and communal services are considered. The approaches to demonopolization of housing and communal services and formation of a competitive environment for most sub-sectors are generalized. Theoretical prerequisites for improving tariff formation in housing and communal services are investigated. The features of changes in the market environment that determine the rules and norms of behavior of economic entities are analyzed. Specific features of the formation of the market environment in the sphere of heat supply have been separately studied. The necessity of introduction of the city energy plan in the sphere of heat supply with the purpose of stimulating attraction of investments into construction, modernization of enterprises and infrastructure of housing and communal services is grounded.
