НАПРЯМИ ПІДВИЩЕННЯ ДІЄВОСТІ СИСТЕМИ ФІНАНСОВО-БЮДЖЕТНОГО РЕГУЛЮВАННЯ

Анотація

У статті розкрито сутність системи фінансово-бюджетного регулювання, визначено його роль у забезпеченні соціально-економічного розвитку країни. Обгрунтовано, що для запровадження концептуального підходу фінансової рівноваги у плануванні руху бюджетних коштів, їх формування та використання, доцільно на державному рівні визначити суспільні пріоритети, державну фінансову, інвестиційну та інноваційну політику на середньострокову перспективу. Визначено, що розвиток підходів та формування дієвої національної моделі стратегічного планування передбачає не лише визначення системи пріоритетів економічного та соціального розвитку суспільства на середньостроковий чи довгостроковий період, але й обгрунтовує механізми реалізації досягнення поставлених завдань; подальший розвиток бюджетної політики характеризується розбудовою інституційних та методологічних засад її формування, підвищенням рівня системності реалізації бюджетних заходів; вагомим напрямом подальшого розвитку механізму формування доходної частини бюджету є проведення інституційних змін системи взаємовідносин фіскальних органів та платників податків, удосконалення системи планування і прогнозування бюджетних показників; бюджетна політика має бути спрямована на формування дієвої моделі перерозподілу фінансових ресурсів між рівнями бюджетної системи з метою створення умов для забезпечення належного розвитку територіальних громад.

THE EFFICIENCY INCREASING DIRECTIONS OF THE FINANCIAL-BUDGETARY REGULATION SYSTEM

Summary

The essence of the system of financial and budgetary regulation is disclosed in the article; its role in social and economic development of the country is determined. It is substantiated that in order to introduce a conceptual approach to financial equilibrium in planning of budget funds, their formation and using, it is necessary to determine at the state level the social priorities, the state financial, investment and innovation policy in the medium-term perspective. It is determined that the development of approaches and the formation of an effective national model of strategic planning involves not only the definition of the system of priorities of economic and social development of the society in the medium or long term, but also substantiates the mechanisms of realization of the accomplished tasks; further development of fiscal policy is characterized by the development of institutional and methodological principles of its formation, increasing the level of systemic implementation of budget measures; an important direction for further development of the mechanism of forming the revenue part of the budget is the institutional changes in the system of relations between fiscal authorities and taxpayers, improvement of the system of planning and forecasting of budget indicators; fiscal policy should be aimed at creating an effective model of redistribution of financial resources between levels of the budget system in order to create conditions for the proper development of territorial communities.
