УДОСКОНАЛЕННЯ ІНФОРМАЦІЙНИХ СИСТЕМ МОНІТОРИНГУ СПОЖИВАННЯ ЖИТЛОВО-КОМУНАЛЬНИХ ПОСЛУГ ЗА ДОПОМОГОЮ ХМАРНИХ ТЕХНОЛОГІЙ
Анотація
Висвітлено актуальне значення інформаційних систем у питанні впровадження електронних сервісів з надання житлово-комунальних послуг. Розкрито значення хмарних технологій в питанні удосконалення моніторингу споживання житлово-комунальних послуг. Визначено рівні й структурні моделі застосування інформаційних систем та хмарних технологій для зберігання, обробки і доступу даних електронних сервісів з надання житлово-комунальних послуг. Досліджено питання позитивних та ризикових факторів впровадження хмарних технологій для систем моніторингу спожитих послуг. Проаналізовано законодавчо-проектну базу для впровадження єдиної державної системи моніторингу виробництва, постачання, транспортування, споживання та оплати за паливно-енергетичні ресурси і комунальні послуги.

THE IMPROVING INFORMATION SYSTEMS CONSUMPTION MONITORING HOUSING AND COMMUNAL SERVICES THROUGH THE CLOUD
Summary
Analyzed the relevant information systems in the introduction of electronic services for the provision of utility services. Modern information systems, which are tools for optimization of the sphere of housing and communal services, allow us not only to automate standard procedures, but also to optimize the management of the whole process, to make more transparent cash flows, regulate budgetary management. Information systems allow you to organize the monitoring state of housing and communal services, to keep records of energy consumption, ensure adequate communication between their suppliers and customers. The use of information systems in the sphere of housing and communal services is one of the priorities of its modernization. Opened the value of cloud technologies in improving the monitoring of consumption of housing and communal services. Monitoring of public services is a complex and controversial process, which is explained by the different nature of the delivery of municipal resources. Another important issue is the use of information systems for monitoring utilities. The advantages of using such technology is cloud storage of data received from the devices, as well as the absence of costs for the purchase of its own hardware. The Information systems that are based on "cloud computing" is an infrastructure designed to provide ubiquitous access to the Internet and data storage devices, applications and services. Cloud technologies allow consumers to use the program without installation and access to personal files from any computer with access in Internet. Determined levels and structural models of the use of information systems and cloud storage, processing and access of data of electronic services for the provision of utility services. The question of positive risk factors and implementation of cloud technologies for monitoring the consumed services. It analyzed the legal and engineering base for the introduction of a unified state system of monitoring of production, supply, transportation, consumption and payment for energy resources and utilities.
