ФОРМУВАННЯ ДЕРЖАВНО-ПРИВАТНИХ ПАРТНЕРСЬКИХ ВІДНОСИН ПРИ НАДАННІ ПОСЛУГ ЗА СОЦІАЛЬНО-ОРІЄНТОВАНИМИ ВИДАМИ СТРАХУВАННЯ В УКРАЇНІ
Анотація
Удосконалення страхових послуг за соціально-орієнтованими видами страхування в Україні пропонується здійснювати шляхом підвищення ролі недержавного (приватного) сектору страхування на основі проектів державно-приватного партнерства. На основі дослідження світової практики розвитку державно-приватного партнерства та врахування специфіки функціонування та фінансування соціальної сфери визначено основні особливості та переваги формування державно-приватного партнерства в соціальній сфері, що враховують як інтереси приватних структур (можливість отримання доходу), так і зберігають при цьому провідну роль держави при їх реалізації (контроль за виконанням соціальної мети при реалізації проектів ДПП). Результати проведеного аналізу засвідчили, що розвиток соціально-орієнтованих видів страхування може здійснюватись тільки за участі як держави, так і приватних страхових організацій.

FORMATION OF STATE-PRIVATE PARTNERSHIP ON THE PROJECTS OF SOCIALLY ORIENTED KINDS OF INSURANCE IN UKRAINE
Summary
Improvement of insurance services for socially-oriented types of insurance in Ukraine is proposed to be implemented by increasing the role of the private (private) insurance sector on the basis of public-private partnership projects.
Based on the study of the world practice of developing public-private partnerships and taking into account the specifics of functioning and financing of the social sphere, the main features and advantages of the formation of public-private partnership in the social sphere are determined, taking into account both the interests of private structures (the possibility of generating income) and retain the leading role state in their implementation (monitoring the implementation of social objectives in the implementation of public-private partnership projects). Thus, the results of our analysis show that the development of socially-oriented types of insurance can only be carried out with the participation of both state and private insurance organizations.
