ПРОБЛЕМИ ДЕРЖАВНОГО УПРАВЛІННЯ СИСТЕМИ ВИЩОЇ ВІЙСЬКОВОЇ ОСВІТИ ТА ШЛЯХИ ЇХ ВИРІШЕННЯ

Анотація

Визначено, що характерною ознакою функціонування системи вищої військової освіти (СВВО) на сучасному етапі є те, що вона виступає водночас й інструментом, й об'єктом реформування Збройних Сил України. Обгрунтовано, що протягом створення та розбудови СВВО і до теперішнього часу основними напрямами вдосконалення її державного управління є такі: 1) перерозподіл функцій управління між елементами СВВО; 2) підвищення якості підготовки військових фахівців на всіх рівнях освіти; 3) удосконалення структури підготовки військових фахівців за рівнями та ступенями вищої військової освіти, спеціальностями та спеціалізаціями відповідно до потреб Збройних Сил України; 4) раціоналізація ресурсного забезпечення СВВО; 5) прийняття закону "Про вищу військову освіту"; 6) повсюдне впровадження критеріїв належного державного управління освітою тощо.

PROBLEMS OF STATE ADMINISTRATION OF THE SYSTEM OF HIGHER MILITARY EDUCATION AND WAYS OF ITS SOLUTION

Summary

It has been determined that the characteristic feature of the higher military education system (HMES) functioning at the present stage is that it acts both as an instrument and as an object of reformation of the Armed Forces of Ukraine. It has been substantiated that during the creation and development of the HMES and up to the present time the main directions of its public management improvement are the following: 1) redistribution of management functions among the elements of HMES; 2) improvement of the quality of military specialists training at all levels of education; 3) improvement of the structure of the military specialists training according to the levels and degrees of the higher military education, specialities and specializations in accordance with the needs of the Armed Forces of Ukraine; 4) rationalization of the HMES resource support; 5) adoption of the Law "On Higher Military Education"; 6) general implementation of the criteria for proper public management of education, etc.
