ДОСЛІДЖЕННЯ ІНДЕКСУ ЩАСТЯ НАСЕЛЕННЯ В КОНТЕКСТІ ЕФЕКТИВНОГО ДЕРЖАВНОГО УПРАВЛІННЯ

Анотація

У статті проаналізовано міжнародні результати дослідження індексу щастя населення в контексті ефективного державного управління. Досліджено складові показника індексу щастя. У результаті дослідження визначено, що згідно з "Доповіддю про всесвітнє щастя" близько півтори сотні держав щорічно оцінюють по тому, наскільки їх резиденти задоволені різними аспектами життя: рівнем свободи, зайнятості, доходів, корупції в державних і комерційних структурах, розвитку соціальної сфери і так далі.
Перші сходинки рейтингу займають скандинавські країни, перше місце — Норвегія. Оскільки розумне державне управління в Норвегії є одним з ключових факторів підтримки в населення відчуття щастя, досліджено систему державного управління в цій країні.
Запропоновано використати досвід ефективного державного управління Норвегії в Україні. Зроблено висновок щодо необхідності врахування індексу щастя в нормативно-правовій базі функціонування системи державного управління в Україні, а також при реалізації економічної, соціальної, екологічної та міжнародної політики.

RESEARCH OF HAPPINESS INDEX OF THE POPULATION IN THE CONTEXT OF EFFECTIVE PUBLIC ADMINISTRATION

Summary

The international results of the research of the index of happiness of the population in the context of effective public administration are analyzed. The components of the index of happiness are investigated.
As a result of the study, it was determined that according to the "Report on World Happiness," about a hundred states evaluate annually how their residents are satisfied with various aspects of life: the level of freedom, employment, income, corruption in public and commercial structures, the development of the social sphere, and so on.
The first steps of the ranking are Scandinavian countries, the first place — Norway. As a prudent public administration in Norway is one of the key factors in maintaining a sense of happiness in the population, the system of public administration in this country is explored. It is proposed to use the experience of effective state administration of Norway in Ukraine. The conclusion is made on the necessity of taking into account the happiness index in the normative-legal framework of the functioning of the system of public administration in Ukraine, as well as in the implementation of economic, social, environmental and international policies.
