СУЧАСНИЙ СТАН ТА ПЕРСПЕКТИВИ РОЗВИТКУ ДЕРЖАВНОГО РЕГУЛЮВАННЯ АКРЕДИТАЦІЇ ЗАКЛАДІВ ОХОРОНИ ЗДОРОВ'Я В УКРАЇНІ
Анотація
У статті подано сучасний погляд на стан державного регулювання акредитації закладів охорони здоров'я в Україні. Проведено оцінку чинної нормативно-правової бази з питань акредитації на предмет спрямування норм права на забезпечення якості медичної допомоги та безпеки пацієнтів. Встановлено, що існуючі вітчизняні нормативно-правові акти не в повній мірі відповідають сучасним світовим підходам оцінки якості медичної допомоги. Зазначено основні особливості акредитації медичних закладів за схемою QHA Trent Accreditation (Велика Британія) та проведено порівняння основних принципів акредитації за QHA Trent Accreditation з державною акредитацією закладів охорони здоров'я в Україні на прикладі проходження акредитації ТОВ "ІСІДА-IVF". Розроблено пропозиції щодо удосконалення системи акредитації закладів охорони здоров'я в Україні, що полягають у добровільності проходження акредитації закладами охорони здоров'я без виключень, делегування повноважень по проведенню акредитації закладів від акредитаційних комісій, створених при органах державної влади, до незалежних громадських професійних організацій.

CONTEMPORARY STATUS AND OUTLOOK TO PUBLIC REGULATION OF MEDICAL INSTITUTIONS ACCREDITATION IN UKRAINE
Summary
The article presents a modern view on the public regulation of accreditation of health facilities in Ukraine. An assessment of the current regulatory and legal basis on accreditation issues was conducted to focus on the provision of the right to ensure the quality of medical care and patient safety. It is established that the existing domestic normative legal acts do not fully correspond to the modern world approaches to assessing the quality of medical care. The main features of QHA Trent Accreditation (UK) accreditation of health facilities are described and the main accreditation principles for QHA Trent Accreditation are compared with the state accreditation of health care facilities in Ukraine by the example of the accreditation of ISIDA-IVF LLC. Author suggests the changes principles and improved the system of accreditation of health care institutions in Ukraine. The main changes consist of voluntary accreditation by health care institutions without exception, and delegate the authorities of accreditation of institutions from accreditation commissions established the state authorities, to independent public professional organizations.
