ІННОВАЦІЙНІ ПІДХОДИ ДО ПУБЛІЧНОГО УПРАВЛІННЯ В КОНТЕКСТІ ІНТЕЛЕКТУАЛІЗАЦІЇ СУСПІЛЬСТВА
Анотація
Дослідження присвячено розробці теоретико-методологічних підходів, положень та рекомендацій щодо впровадження нових технологій в практику сучасного публічного управління в умовах посилення процесу інтелектуалізації суспільних відносин. Акцентовано увагу на застосуванні технології "блокчейн" як найбільш ефективної в умовах розвитку цифрової економіки, інформатизації, інтелектуалізації та зростання креативності механізмів прийняття управлінських рішень на державному, регіональному та муніципальному рівнях. Визначено посилення впливу сучасних технологій публічного управління на розвиток партисипації, тобто активізації діяльності громадянського суспільства та його творчих, креативних управлінських складових. Обгрунтовано неохідність комплексної оцінки ефективності публічного управління в контексті проведення адміністративних реформ та децентралізації. Доведено, що найбільшу результативність публічного управління в інтелектуальному суспільстві можна отримати при широкому впровадженні комплексу нових технологій основаних на інтелектуалізації суспільних процесів.

INNOVATIVE APPROACHES TO PUBLIC ADMINISTRATION IN THE CONTEXT OF SOCIETAL INTELLECTUALIZATION
Summary
The research is devoted to the development of theoretical and methodological approaches, provisions and recommendations on the introduction of new technologies into the practice of modern public management in the context of strengthening the process of intellectualization of social relations. The emphasis is placed on the application of the "blockade" technology as the most effective in the conditions of the development of the digital economy, informatization, intellectualization and increasing the creativity of the mechanisms for making managerial decisions at the state, regional and municipal levels. The strengthening of the influence of modern technologies of public administration on the development of partizipation, that is, the activation of civil society and its creative, creative managerial components, has been determined. The necessity of a comprehensive assessment of the effectiveness of public administration in the context of administrative reforms and decentralization is substantiated. It is proved that the greatest impact of public management in an intellectual society can be obtained with the wide introduction of a set of new technologies based on the intellectualization of social processes.
