ВДОСКОНАЛЕННЯ УПРАВЛІННЯ ЖИТЛОВО-КОМУНАЛЬНИМ ОБСЛУГОВУВАННЯМ НАСЕЛЕННЯ: ТАНДЕМ РИНКОВИХ І ДЕРЖАВНИХ РЕГУЛЯТОРІВ
Анотація
У статті розглянуто напрями вдосконалення управління житлово-комунальним обслуговуванням населення. Обгрунтовано механізм взаємодії державних та ринкових регуляторів, який формується у розвитку сфери житлово-комунальних послуг, нині характеризується відсутністю системності та врахування причинно-наслідкових зв'язків між різними суб'єктами, які забезпечують надання комплексу житлово-комунальних послуг населенню. Доведено актуальність вирішення поставлених проблем формування державних та ринкових регуляторів управління розвитком сфери житлово-комунального обслуговування. Вона вимагає доповнення методології щодо формування системи державних та ринкових регуляторів розвитку сфери житлово-комунального обслуговування на основі застосування системних закономірностей, які дозволяють враховувати багатовимірний характер складності досліджуваного феномена.
З'ясовано, що застосування загальносистемних закономірностей дозволяє проаналізувати та зрозуміти основні процеси, які відбуваються в складній слабко структурованій та слабко формалізованій сфері житлово-комунальних послуг. Елементами системи державного регулювання сфери житлово-комунального обслуговування ми вважаємо: узгодження і тісний взаємозв'язок із здійснюваними реформами (природних монополій енергетики, самоврядування, міжбюджетних відносин, податковою реформою, реформою доходів населення); оптимізація ціноутворення та тарифного регулювання; застосування індивідуальної моделі ціноутворення; функціонування єдиних інформаційно-розрахункових центрів тощо.

IMPROVING THE MANAGEMENT OF HOUSING AND COMMUNAL SERVICES FOR THE POPULATION: THE TANDEM OF MARKET AND STATE REGULATORS
Summary
The article deals with the directions of improvement of management of housing and communal services of the population. The mechanism of interaction between state and market regulators, which is formed in the development of the sphere of housing and communal services, is substantiated. It is currently characterized by the lack of systematic and the consideration of causal relationships between different entities that ensure the provision of housing and communal services to the population. Actuality of the decision of the set problems of formation of state and market regulators of management of the sphere of housing and communal services is proved. It requires an addition to the methodology for the formation of a system of state and market regulators for the development of housing and communal services based on the application of systemic laws that allow taking into account the multidimensional nature of the complexity of the phenomenon under study.
It is revealed that the application of system-wide regularities allows us to analyze and understand the main processes that take place in a complex weakly structured and weakly formalized sphere of housing and communal services. As elements of the system of state regulation of housing and communal services we mean: coordination and close interrelation with the implemented reforms (natural monopolies of energy, self-government, intergovernmental fiscal relations, tax reform, population income reform); optimization of pricing and tariff regulation; application of an individual pricing model; the functioning of single information and settlement centers, etc.
