ІНСТИТУЦІЙНИЙ ПІДХІД ДО ПЛАНУВАННЯ РОЗВИТКУ СИСТЕМИ ЗЕМЛЕКОРИСТУВАНЬ ТЕРИТОРІЙ ТЕРИТОРІАЛЬНИХ ГРОМАД
Анотація
Обгрунтовано, що інституційний підхід до планування розвитку системи землекористувань територій територіальних громад в умовах децентралізації владних повноважень потребує змін. Доведено, що визначальним напрямом трансформації інституціонального середовища розвитку системи землекористувань територій територіальних громад має стати системне осучаснення всіх його складових: екологічної, соціальної, ринкової, фіскальної, організаційної, правової та інноваційної. У статті наведено фактори інституційного забезпечення системи землекористувань через землеустрій та землевпорядкування на рівні територіальних громад. Запропоноване авторське визначення дефініції "інституціональне забезпечення системи землекористувань на території територіальних громад" як сукупність державних, місцевих та приватних інтересів, інституцій і дій, направлених на розбудову земельних відносин та системи землекористувань із врахуванням соціо-еколого-економічних орієнтирів. Визначено, що для обгрунтованого вирішення питань сталого (збалансованого) розвитку системи землекористувань територій громад необхідно в схемах землеустрою одночасно і технологічно взаємопов'язано враховувати особливості територіального планування системи землекористувань, формування обмежень у використанні земель та екомережі в межах територій громад.

INSTITUTIONAL APPROACH FOR PLANNING OF THE LAND USE SYSTEMS DEVELOPMENT FOR THE TERRITORIES OF LOCAL COMMUNITIES
Summary
It is substantiated that the institutional approach to the planning of the development of the land use system for territories of local communities in the conditions of decentralization of power needs to be changed. It is proved that the defining direction of the transformation of the institutional environment of the land use system for territories of local communities should be the systematic modernization of all its components: environmental, social, market, fiscal, organizational, legal and innovative. The article presents the factors of institutional support of the land use system through land management at the level of local communities. The author's definition of "institutional provision of the land use system on the territory of local communities" is proposed as a set of state, local and private interests, institutions and actions aimed at developing land relations and land use systems taking into account socio-ecological and economic landmarks. It has been determined that for the reasoned resolution of the issues of sustainable development of the land use system for local community territories, it is necessary to take into account the features of territorial planning of the land use system, the formation of restrictions on land use and ecological networks within the territories of the communities simultaneously and technically interconnected in the schemes of land management.
