БЮДЖЕТНА ПОЛІТИКА СОЦІАЛЬНО-ЕКОНОМІЧНОГО РОЗВИТКУ КРАЇНИ

Анотація

У статті розкрито сутність інституту бюджетного регулювання, який має грунтуватися на сукупності форм, засобів, механізмів формування та реалізації завдань бюджетної політики, що визначають умови взаємовідносин учасників бюджетного процесу. Обгрунтовано, що бюджетна політика є одним із вагомих інструментів забезпечення структурного реформування основних напрямів та сфер діяльності суспільства, посилення конкурентоздатності галузей економіки, підвищення стандартів та якості життя населення. Показано, що питання дієвості бюджетної політики набувають особливого значення в умовах трансформації економіки, визначення ефективних механізмів економічного розвитку країни; в умовах трансформації економіки бюджетна політика має реалізувати адаптаційно-регуляторний потенціал для виходу на траекторію економічного зростання. Визначено, що підходи до визначення пріоритетних напрямів бюджетної політики повинні розроблятися із врахуванням циклічності розвитку економіки, стійкості бюджетної системи, що сприятиме забезпеченню досягнення показників соціально-економічного розвитку країни; розвиток суспільства зумовлює необхідність відповідних інституційних змін у взаємовідносинах між учасниками бюджетного процесу та підвищення ефективності бюджетної політики у системі державного регулювання економіки.

BUDGET POLICY OF SOCIO-ECONOMIC DEVELOPMENT OF THE COUNTRY

Summary

The article reveals the essence of the institution of budgetary regulation, which should be based on a combination of forms, means, mechanisms of formation and implementation of budget policy tasks, which determine the conditions of the relationship between the participants in the budget process. It is substantiated that fiscal policy is one of the most important tools for ensuring structural reform of the main directions and areas of the society, enhancing the competitiveness of the economic sectors, raising standards and quality of life of the population. It is shown that the issues of the effectiveness of fiscal policy are of particular importance in the context of the transformation of the economy, the definition of effective mechanisms of economic development of the country; in the context of the transformation of the economy, fiscal policy has to implement the adaptive-regulatory potential to enter the path of economic growth. It is determined that approaches to the definition of the priority directions of the budget policy should be developed taking into account the cyclical nature of the development of the economy and the stability of the budget system, which will contribute to the achievement of indicators of socio-economic development of the country; the development of society necessitates the corresponding institutional changes in the relations between the participants in the budget process and the increase of the efficiency of the budget policy in the system of state regulation of the economy.
