ФОРМУВАННЯ МЕТОДИЧНИХ ПІДХОДІВ ДО УДОСКОНАЛЕННЯ МЕХАНІЗМІВ ДЕРЖАВНОГО УПРАВЛІННЯ ОБ'ЄКТАМИ ІНФРАСТРУКТУРИ
Анотація
У статті досліджуються методичні підходи щодо удосконалення механізмів публічного управління у сфері виробничої і соціальної інфраструктури. Особливу увагу приділено розкриттю питання удосконалення управління компаніями, що працюють на ринку інфраструктурних послуг на основі трансформації організаційної структури. Виділяється побудова моделі виокремлення нових функціонально-організаційних утворень на основі діючої структури компаній; обгрунтовується концепція забезпечення життєздатності нових функціонально-організаційних утворень у конкурентному середовищі в перспективі та зменшення складності управління.
Досліджуються питання розширення компанії, що веде до підвищення складності її діяльності та відповідно робить управління значно складнішим. Через аналіз факторів створення вартості, в статті з'ясовані найбільш важливі, які призводять до ускладнення управлінської діяльності.
Зазначається, що зменшення негативного впливу на прийняття ефективного управлінського рішення полягає в розумінні того, з яким видом ускладнення стикається компанія, та розробленні заходів, необхідних для управління складністю.
Пропонується скористатися підходами, що передбачають зниження рівня складності (спрощення) шляхом перерозподілу складних завдань і освоєння існуючого рівня складності. Робиться висновок, відповідно до якого раціональне управління складністю може забезпечити скорочення витрат, включаючи витрати на утримання персоналу.

FORMULATION OF METHODICAL APPROACHES TO IMPROVEMENT OF MECHANISMS OF PUBLIC INFRASTRUCTURE OF THE OBJECTS
Summary
In the article methodical approaches are probed in relation to the improvement of mechanisms of public management in the field of production and social infrastructure.The special attention is spared opening of question of improvement of management companies which work at the market of infrastructural services on the basis of transformation of organizational structure. The construction of model of selection of new is selected functionally organizational educations on the basis of operating structure of companies; conception of providing of viability of new is grounded functionally organizational educations in a competition environment in a prospect and diminishing of management complication.
The questions of expansion of company which conduces to the increase of complication of its activity and accordingly does a management considerably more difficult are probed. Through the analysis of factors of creation of cost, in the articles found out most essential, what result in complication of administrative activity.
Marked, that diminishing of negative influence on acceptance of effective administrative decision consists in understanding of that, what type of complication a company runs into, and development of measures, necessary for a management complication.
It is suggested to take advantage of approaches which foresee the decline of level of complication (simplification) by the redistribution of difficult tasks and mastering of existent level of complication. Drawn conclusion, according to which a rational management complication can provide the cutback of spending, including charges on maintenance of personnel.
