ПІДТРИМКА ДЕРЖАВНОЇ СОЦІАЛЬНО-ЕКОНОМІЧНОЇ БЕЗПЕКИ В УМОВАХ ГЛОБАЛІЗАЦІЇ

Анотація

У статті досліджено особливості формування державної соціально-економічної безпеки в умовах глобалізації. Виділено головні завдання посилення соціальної безпеки на середньострокову перспективу: підвищення матеріального добробуту громадян на основі реформ оплати праці, забезпечення соціальної захищеності та дотримання соціальних гарантій. Охарактеризовано механізм забезпечення соціально-економічної безпеки країни в умовах глобалізації. Зазначено, що механізми забезпечення соціально-економічної безпеки країни в умовах глобалізації — це система організаційно-економічних та правових заходів щодо запобігання соціально-економічним загрозам. Підкреслено, що механізм забезпечення соціально-економічної безпеки країни в умовах глобалізації повинен містити такі складові: об'єктивний і всебічний моніторинг економіки та суспільства; встановлення гранично допустимих значень соціально-економічних показників; діяльність держави щодо виявлення та попередження внутрішніх та зовнішніх загроз соціально-економічній безпеці. Виокремлено напрями забезпечення стратегічних інтересів соціально-економічної безпеки. Підкреслено, що одним з напрямів забезпечення стратегічних інтересів соціально-економічної безпеки є створення системи гнучкого регулювання ринкової економіки. Звернено увагу на те, що розвиток державних механізмів забезпечення соціально-економічної безпеки України повинні базуватися на вдосконаленні демографічної політики як однієї з ключових складових соціальної безпеки, а також на вдосконаленні інвестиційної політики як однієї провідних складових економічної безпеки.

SUPPORT OF THE STATE SOCIAL AND ECONOMIC SECURITY IN GLOBALIZATION CONDITIONS

Summary

Social security is the fundamental category of the world community, more important nowadays than traditional military, political, economic and other types of security. The property social distribution, rise in unemployment, sharp reduction of birth rate and average life expectancy in the country, deformation of demographic and social society composition, decrease in moral and creative potential, social conflicts, lack of the national idea create real threat for the social and economic security of Ukraine.
Economic security is defined by stable functioning of national economy, efficiency of development and functioning of industry, construction and agriculture, the largest economic complexes, their ability to resist to various threats, such as low efficiency of national economic activity, low rates of economic growth. Accordingly, support of necessary level of state social and economic security in is very urgent problem nowadays.
Recent research and publication analysis. The questions of the state ensuring of the social and economic security were investigated nowadays in works of many scientists.
However the features of maintenance of appropriate level of state social and economic security in globalization conditions still remain insufficiently researched.
Paper objective. The purpose of article is investigation of the support of the state social and economic security in globalization conditions.
Paper main body. The support of the state social and economic security in globalization conditions is investigated in the article.
In particular, the features of support of the state social and economic security in the globalization conditions are investigated. The mechanism of ensuring of the social and economic security of the country in globalization conditions is characterized. The directions of ensuring of the strategic interests of social and economic security are allocated.
Conclusions of the research.
The features of support of the state social and economic security in the globalization conditions are investigated in the article. The following main tasks of strengthening of the social security for the medium term are allocated: increase in well-being of citizens on the basis of labour payment reforms, ensuring of the social security and observance of the social guarantees. The mechanism of ensuring of the social and economic security of the country in globalization conditions is characterized. It is noted that the mechanism of ensuring of the social and economic security of the country in globalization conditions is the system of organizational and economic and legal measures for the social and economic threats' prevention. It is emphasized that the mechanism of ensuring of the social and economic security of the country in globalization conditions has to contain the following components: objective and comprehensive monitoring of economy and society; establishment of maximum permissible values of social and economic indexes; state activities for identification and prevention of internal and external social and economic security threats. The directions of ensuring of the strategic interests of social and economic security are allocated. It is emphasized that formation of the system of flexible regulation of market economy is one of the directions of ensuring of strategic interests of the social and economic security. The attention is paid to those fact that development of state mechanisms of ensuring of the social and economic security of Ukraine has to be based on improvement of population policy as one of the key components of social security and also on improvement of investment policy as one of the leading components of economic security.
