ДОСЛІДЖЕННЯ ПРОБЛЕМИ ТРАНСФОРМАЦІЇ ДЕРЖАВНОЇ СИСТЕМИ ОХОРОНИ ЗДОРОВ'Я ТА ДІЯЛЬНОСТІ СОЦІАЛЬНИХ ІНСТИТУТІВ
Анотація
У статті проаналізовано напрями сучасних досліджень вітчизняних науковців, що стосуються проблеми трансформації державної системи охорони здоров'я. Виявлено вплив на цю трансформацію діяльності соціальних інститутів. Проаналізовано наукові дослідження в сфері управління соціальним розвитком та наукові дослідження в сфері реформування системи охорони здоров'я. Визначено, що система державного управління охороною здоров'я не працює ізольовано від інших ланок механізму управління соціальними процесами. Одним з головних інструментів забезпечення здоров'я населення на теперішній час в усьому світі стає цілісна система інститутів. Вони сформувались та функціонують у різних сферах суспільного життя. Інститути одночасно працюють на покращення здоров'я населення, збільшення тривалості життя, рухової активності.
Визначено, що інститути — сукупність установ, які відповідають соціальній структурі суспільства, то можна зазначити, що ця ознака притаманна формальним інститутам і як всі формальні інститути, інститути сфери охорони здоров'я у своїй формальній сутності відстають від стрімкого розвитку суспільних відносин.
Визначено, що інститути — сукупність соціальних норм і культурних зразків, які визначають сталі форми соціальної поведінки і дії, то можна відзначити, що ця ознака є притаманною для неформальних інститутів. У системі охорони здоров'я наявним є значний вплив нових соціальних норм та культурних зразків, які приходять до нас разом з процесами європейської інтеграції та все більшої відкритості нашого суспільства.
Визначено, що інститути — це система поведінки.

INVESTIGATION OF THE PROBLEM OF TRANSFORMATION OF THE STATE SYSTEM OF HEALTH CARE AND ACTIVITIES OF SOCIAL INSTITUTIONS
Summary
The article analyzes the directions of modern researches of domestic scientists concerning the problem of transformation of the state system of health care. The influence on this transformation of activity of social institutes is revealed. The scientific researches in the field of social development management and scientific researches in the sphere of reforming the health care system are analyzed. It is determined that the public health management system does not work in isolation from other parts of the mechanism of management of social processes. One of the main tools for ensuring public health is to date a holistic system of institutions around the world. They have been formed and function in various spheres of public life. Institutes work at the same time to improve the health of the population, increase the life expectancy, motor activity.
It is determined that institutes are a set of institutions that are in line with the social structure of society, it can be noted that this attribute is inherent in formal institutions, and as all formal institutes, institutions of health care in their formal essence lag behind the rapid development of social relations.
It is determined that institutes — a set of social norms and cultural patterns that determine the forms of social behavior and behavior, it can be noted that this feature is inherent in informal institutions. The health system has a significant impact on the new social norms and cultural patterns that come to us together with the processes of European integration and the increasing openness of our society.
It is determined that institutions are a system of behavior.To relate both to formal and informal institutions. Formally, new rules and regulations restricting smoking in public cities, drinking alcoholic beverages are introduced. In private corporations, internal regulations encourage healthy lifestyles, social packages include payment for health-improving procedures, and medical services. At the same time, these actions are informal. In the absence of regulated opportunities for reception of services of recreational, health, medical character, people independently spend their own time, physically, do not smoke, consume less alcohol at their own expense.
The article defines and compares the authors' own researches on the transformation of the medical sector, the problems of transformation identified by the Verkhovna Rada and the problems identified by leading scientists in the field of public administration of the health care system.
