РЕЦЕНЗІЯ НА МОНОГРАФІЮ "ДЕРЖАВНЕ УПРАВЛІННЯ ЕКОНОМІЧНОЮ БЕЗПЕКОЮ УКРАЇНИ: ТЕОРІЯ ТА ПРАКТИКА" КАНДИДАТА НАУК З ДЕРЖАВНОГО УПРАВЛІННЯ ГБУР ЗОРЯНИ ВОЛОДИМИРІВНИ
Анотація
Монографічна праця З.В. Гбур присвячена сучасній актуальній проблемі — дослідженню багатофункціональних проблем економічної безпеки.
У монографії досліджуєтся широке коло питань, що стосуються концепцій національної безпеки. Автором запропоновано власне бачення структури та основних положень концепції економічної безпеки та інституційного забезпечення економічної безпеки.
У монографії досліджено розвиток поняття "економічна безпека", визначено поняття "економічної безпеки держави", концептуальні засади економічної безпеки держави. Запропоновано нові підходи та моделі до визначення й оцінки рівня економічної безпеки держави, організаційного та інституційного забезпечення економічної безпеки на національному рівні.
Монографія складається з передмови, п'яти розділів, висновків та списку використаних джерел. У першому розділі "Теоретико-методичні засади державного управління економічною безпекою" автор розглядає питання визначення категорій "безпека", "загроза", "національні інтереси" "державне управління" та інших, що складають понятійно-категоріальний апарат дисциплін "Теорія економічної безпеки", "Теорія національної безпеки", "Основи економічної теорії", "Теорія державного управління" тощо.
Другий розділ "Оцінка та регулювання рівня економічної безпеки" присвячений дослідженням економічної безпеки як одної із складових забезпечення національної безпеки України та методології оцінювання забезпечення економічної безпеки. На підставі досліджень автор пропонує власні критерії оцінки економічної безпеки. Також досліджено стан економічної безпеки України за період 2013 — 2017рр. за складовими економічної безпеки.
У третьому розділі "Характеристика дестабілізуючих чинників внутрішнього середовища економічної безпеки" досліджено інструменти державного управління економічною безпекою та чинники внутрішнього середовища, що впливають на економічну безпеку держави. Зокрема досліджено вплив на економічну безпеку країни рейдерства та корупції як чинників внутрішнього середовища.
У четвертому розділі "Аспекти формування заходів протидії дестабілізуючим чинникам зовнішнього середовища та їх впливу на економічну безпеку" проаналізовано основні ризики та загрози фінансовій безпеці держави, а також гібридні загрози в умовах гібридної війни з Росією, анексії Криму та протистояння на Сході України, досвід розвинених країн у забезпеченні економічної безпеки держави та можливість його імплементації у вітчизняну практику.
У п'ятому розділі "Модель підвищення ефективності управління економічної безпеки України", який є заключним, автор описує власне бачення інституційного забезпечення економічної безпеки України, пропонує напрями удосконалення організаційного механізму забезпечення економічної безпеки України та концептуальну модель механізму державного управління економічною безпекою.
Кожний розділ монографії завершують висновки, які відображають результати виконаного дослідження.
Рецензована монографія, безперечно, заслуговує високої оцінки і займе достойне місце серед досліджень у галузі теорії економічної безпеки та державного управління. Її результати можуть бути використані при викладанні курсів "теорія економічної безпеки", "теорія національної безпеки", "державне управління в галузі економічної безпеки", а також у теоретичних дослідженнях з проблем економічної та національної безпеки у сфері державного управління.
Рецензент вважає, що монографія З.В. Гбур за своїм науковим рівнем, обсягом та оформленням повністю відповідає вимогам МОН України і рекомендується до друку як сучасна наукова праця в галузі державного управління, публічного управління та врядування.

REVIEW TO THE MONOGRAPH "PUBLIC ADMINISTRATION OF ECONOMIC SECURITY OF UKRAINE: THEORY AND PRACTICE" CANDIDATE OF SCIENCES IN PUBLIC ADMINISTRATION ZORYANA VOLODYMYRIVNA HBUR
Summary
Monograph of Z.V. Hbur is devoted to the current actual problem — the study of multifunctional issues of economic security.
In the monograph, the author investigates a wide range of issues relating to the concepts of national security, the author proposes own vision of the structure and basic provisions of the concept of economic security and institutional security of economic security.
The monograph explores the development of the concept of "economic security", defines the concept of "estate conomic security", conceptual foundations of state economic security. New approaches and models for the definition and evaluation of the level of staste economic security, organizational and institutional provision of economic security at the national level are proposed.
The monograph consists of a preface, five sections, conclusions and a list of sources used. In the first section "Theoretical and methodological principles of state management of economic security" the author considers the definition of the categories "security", "threat", "national interests", "state administration" and others that make up the conceptual and categorical apparatus of disciplines "Theory of economic security"; "Theory of national security", "Fundamentals of economic theory", "Theory of public administration", etc.
The second section, "Assessment and regulation of the level of economic security" is dedicated to the study of economic security as one of the components of ensuring the national security of Ukraine and the methodology for assessing the provision of economic security. Based on research, the author presents own criteria for assessing economic security. The author also studies the state economic security of Ukraine for the period from 2013 to 2017 for the components of economic security.
The third section "Characteristic of destabilizing factors of the internal environment of economic security", the author examines the tools of state management of economic security and factors of the internal environment, affecting the economic security of the state. In particular, the impact on the country's economic security of raiding and corruption, as factors of the internal environment, has been studied.
In the fourth section "Aspects of forming measures to counteract destabilizing factors of the environment and their impact on economic security", the main risks and threats to the country's financial security, as well as hybrid threats in the conditions of the hybrid war with Russia, the annexation of the Crimea and confrontation in the East of Ukraine, the experience of the developed countries in ensuring the economic security of the state and the possibility of its implementation in domestic practice.
In the fifth section, "The model for increasing the efficiency of economic security management in Ukraine", which is the final one, the author describes his own vision of the institutional provision of Ukraine's economic security, proposes ways to improve the organizational mechanism for ensuring Ukraine's economic security and the conceptual model of the state governance mechanism for economic security.
Each section of the monograph completes the conclusions, which reflect the results of the study.
The reviewed monograph undoubtedly deserves high rank and will take a worthy place among studies in the field of economic security and public administration. Its results can be used in teaching the courses "theory of economic security", "the theory of national security", "state management in the field of economic security", as well as in theoretical studies on the issues of economic and national security in the field of public administration.
The reviewer believes that the monograph of Z.V. Hubur in its scientific level, volume and design fully meets the requirements of the Ministry of Education and Science of Ukraine and is recommended for publication as a modern scientific work in the field of state administration, public administration and management.
