ПЕРЕДУМОВИ ТРАНСФОРМАЦІЇ СИСТЕМИ ОХОРОНИ ЗДОРОВ'Я ТА МАТЕРІАЛЬНЕ ЗАБЕЗПЕЧЕННЯ ЇЇ ПРАЦІВНИКІВ
Анотація
У статті визначено, що за останнє десятиліття відбувалася значна недооцінка важливості системи охорони здоров'я для становлення ринкових відносин в усіх сферах суспільно-економічного життя. Це проявлялося в найбільш низькому рівні оплати праці.
Доведено, що соціальна значущість системи охорони здоров'я не дозволяє трансформувати її лише в межах ринкових механізмів управління та фінансування. Значний обсяг медичних послуг в усьому світі надається на основі соціальних програм держави та соціальних інститутів.
Проаналізовано зміст основних документів, які були прийняті Європейським бюро ВОЗ та прийняті в системі ООН, та визначено, що ключові напрями трансформації інституційних перетворень та реформ у системі державного управління цією галуззю співпадають з концептуальними положеннями цих документів.
Виявлено, що система державного управління охороною здоров'я України на теперішній час знаходиться на етапі активної модернізації під впливом міжнародних інституцій медичної сфери і заходів економічного та соціального спрямування. Не дивлячись на провідну роль державної системи управління охороною здоров'я, активну діяльність МОЗ України, все більше питань у країні вирішуються міжнародними організаціями сфери охорони здоров'я. Міжнародні інституції надають гранти на модернізацію системи охорони здоров'я.
Визначено, що сучасна система охорони здоров'я є такою ж інтегрованою в світові процеси глобалізації, як і такі сфери людської економічної і соціальної діяльності, як культура, фінанси, трудові ресурси, ІТ-технології і т.і.

PREREQUISITES FOR THE TRANSFORMATION OF THE HEALTH CARE SYSTEM AND THE MATERIAL PROVISION OF ITS EMPLOYEES
Summary
The article states that in contrast to the sphere of material production, the state of the health care system remained practically unchanged until recently. Today, a number of legislative acts and normative documents have been adopted that bring the health care system of Ukraine closer to the world standards, make it more social and simultaneously put on the market economy rails.
The article states that during the last decade there was a significant underestimation of the importance of the health care system for the establishment of market relations in all spheres of social and economic life. This was manifested in the lowest level of remuneration.
The formation of health care management systems in Ukraine is a process that is gaining momentum with each passing year. The reform of the public administration system is based on a wide range of scientific research, the preservation of the best traditions of domestic medicine, and a careful attitude to the existing highly skilled personnel.
It has been proved that the social significance of the health care system does not allow to transform it into a ski within the framework of market mechanisms of management and financing. A significant amount of medical services worldwide is provided on the basis of social programs of the state and social institutions;
The content of the main documents adopted by the European Bureau of the WHO and adopted by the UN system is analyzed and it is determined that the key directions of transformation of institutional reforms and reforms in the system of public administration of this branch coincide with the conceptual provisions of these documents;
It is revealed that the public healthcare system of Ukraine is currently at the stage of active modernization under the influence of international medical institutions and measures of economic and social orientation. Despite the leading role of the state system of health care management, the active work of the Ministry of Health of Ukraine, more and more issues in the country are solved by international healthcare organizations. International institutions provide grants for modernizing the health care system;
It is determined that the modern health care system is as integrated in the global processes of globalization as in other spheres of human economic and social activity such as culture, finance, labor resources, IT technologies, etc.
