ТЕОРЕТИКО-ОРГАНІЗАЦІЙНІ ПРИНЦИПИ ДЕРЖАВНОГО УПРАВЛІННЯ СИСТЕМОЮ ПРОФІЛАКТИКИ ТА ПРОТИДІЇ ЗАГРОЗАМ СУСПІЛЬНО-ПОЛІТИЧНІЙ СТАБІЛЬНОСТІ
Анотація
У статті визначено закономірності забезпечення суспільно-політичної стабільності та виокремлено дві групи закономірностей державного управління системою профілактики та протидії загрозам суспільно-політичній, а саме: залежність державного управління вказаною системою від: особливостей безпекового середовища, політичного режиму та характеру офіційного внутрішньополітичного дискурсу; організаційного середовища держави. На основі цих закономірностей запропоновано авторський варіант градації принципів державного управління системою профілактики та протидії загрозами суспільно-політичній стабільності: загальні (методологічні), які необхідні для визначення місії системи профілактики та протидії загрозам суспільно-політичній стабільності, які розробляються на основі закономірностей першої групи; спеціальні (організаційні), на основі яких можлива реалізація місії системи профілактики та протидії загрозам суспільно-політичній стабільності, які розробляються на основі закономірностей другої групи.
Ключові слова: системно-ситуативний підхід; сцієнтистська парадигма державного управління; закономірності забезпечення суспільно-політичної стабільності; закономірності та принципи державного управління системою профілактики та протидії загрозам суспільно-політичній стабільності.

THEORETICAL-ORGANIZATIONAL PRINCIPLES OF STATE MANAGEMENT OF THE SYSTEM OF PREVENTION AND COUNTERACTION TO THREATS TO SOCIAL AND POLITICAL STABILITY
Summary
The article defines the patterns of ensuring social and political stability and from the perspective of scientistic interpretation identifies two groups of patterns of the state management of the system of prevention and counteraction to threats to socio-political stability, namely, the dependence of the state governance of this system on: the features of the security environment, the political regime and the nature of the official internal political discourse; the organizational environment of the state.
On the basis of these patterns the author proposes gradation of the principles of state management of the system of prevention and counteraction to the threats to social and political stability: general (methodological), that are necessary to define the mission of the system of prevention and counteraction to threats to socio-political stability, which are developed based on the laws of the first group; special (organizational), that enable the implementation of the mission of the system of prevention and counteraction to threats to social and political stability, which are developed on the basis of the laws of the second group.
Determining the objective laws and principles of the state management of the system of prevention and counteraction to threats to social and political stability is an important element of the theoretical and methodological approach to scientific understanding of the practical realization of the tasks of ensuring the social and political stability in Ukraine. Based on these principles, it is possible to formulate the following requirements for the state management activities to ensure the socio-political stability of Ukraine in modern conditions: consistency, purposefulness, continuity, planning, activity, flexibility.
A promising direction for further research is the definition of the mission, functions and tasks of the system of prevention and counteraction to threats to social and political stability, taking into account the current trends of geopolitical confrontation.
