ПРОБЛЕМИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ У СФЕРІ ЗЕЛЕНОЇ ЕНЕРГЕТИКИ В УКРАЇНІ

Анотація

У статті досліджено проблеми державного регулювання в сфері зеленої енергетики. Зокрема здійснено порівняння принципів управління у сфері зеленої енергетики в Україні та в країнах Європейського Союзу. Підкреслено, що фактично в Україні, на відміну від країн Європейського Союзу, управління в сфері зеленої енергетики здійснюється виключно державою. Проаналізовано заходи стосовно реформування сфери зеленої енергетики України. Зазначено, що було завершено розробку комплексу заходів стосовно максимального наближення українського енергетичного ринку до європейського. Крім того, Україна приєдналася до Міжнародної енергетичної хартії, що, в свою чергу, надає можливість успішно протистояти поточним та перспективним викликам світової енергетики на фоні підтримки країн.

PROBLEMS OF STATE REGULATION IN THE SPHERE OF GREEN POWER IN UKRAINE

Summary

Problem setting. Actually Ukraine began to introduce policy of energy efficiency and formation of the legislative base for improvement of green power industry sphere. In particular, the normative legal acts on energy saving, use of alternative energy sources and development of the green power sphere in general are developed and enacted that, in turn, had to contribute to its development. However existence of the economic crisis, instability of political situation, lack of necessary financial resources, rigid administrative management methods interfered with carrying out of the corresponding reforms.
Paper objective. The purpose of article is investigation of the problems of state regulation in the sphere of green power.
Paper main body. The problems of state regulation in the sphere of green power are investigated. In particular, the comparison of management principles in the sphere of green power in Ukraine and in the EU countries is carried out. It is emphasized that actually the control in the sphere of green power is made especially by the state in Ukraine, unlike the EU countries. The measures for reforming of the sphere of green power industry of Ukraine are analyzed. It is specified that development of a complex of measures concerning maximum approximation of Ukrainian energy market to the European one was completed. Besides, Ukraine joined the International Power Charter that, in turn, gives an opportunity of successful resist to the current and perspective calls of world power against the background of the countries' support.
Conclusions of the research. In general, effective state regulation in the green power sphere plays a key role for further development of Ukraine in the presence of the necessary potential for activization of integration processes in the context of development of infrastructure of the green power sphere and accession to European power systems.
