РОЗВИТОК СИСТЕМИ ДЕРЖАВНОГО УПРАВЛІННЯ У СФЕРІ ЦИВІЛЬНОГО ЗАХИСТУ В ПЕРІОД НОВІТНЬОЇ ІСТОРІЇ УКРАЇНИ
Анотація
У статі проаналізовано новітній період формування цивільного захисту України та розвиток системи державного управління у цій сфері. Зазначено, що класичні рамки періодизації історії новітнього часу (1914 — сьогодення) не дозволяють виділити особливий період в історії формування цивільного захисту України, який припадає на час реалізації нової стратегії розвитку системи. Установлено, що в період 1992—1996 років відбувалось формування системи ЦЗ України на основі механізмів організації діяльності пострадянської ЦО УРСР чому значно сприяла система Штабів ЦО України. Наголошено, що в Організації Північноатлантичного договору (NATO) ЦО розглядається як невід'ємна частина цивільного захисту держав учасниць, спрямована на захист населення у період можливого військового конфлікту, у тому числі із використанням зброї масового ураження. Доведено, що основою системи реагування на небезпечні події в країнах європейського союзу виступає національна пожежна служба як самостійна одиниця ЦЗ цих країн. Зазначено, що розвиток системи державного управління у сфері цивільного захисту в період новітньої історії України відбувався на основі двох систем безпеки радянського періоду, кожна із яких принесла своє вагоме зазначення у формування системи цивільного захисту України.

DEVELOPMENT OF THE PUBLIC GOVERNMENT SYSTEM IN THE FIELD OF CIVIL PROTECTION IN THE PERIOD OF THE NEW HISTORY OF UKRAINE
Summary
The article analyzes the recent period of formation of civil protection of Ukraine and development of the system of public administration in this area. It is noted that the classical framework of the periodization of the history of modern time (1914 — present) does not allow to distinguish a special period in the history of the formation of civil defense of Ukraine, which falls at the time of implementation of the new strategy of system development. It was established that in the period of 1992—1996, the system of civil protection of Ukraine took place on the basis of the mechanisms of organization of the post-Soviet civil defense of the USSR, which was significantly promoted by the system of the Civil Defense Headquarters of Ukraine. It is emphasized that in the North Atlantic Treaty Organization (NATO) civil defense is considered as an integral part of the civil defense of the member states, aimed at protecting the population during a possible military conflict, including using weapons of mass destruction. It is proved that the national fire service, as an independent unit of civil defense of these countries, acts as the basis for the response to dangerous events in the countries of the European Union. It is noted that the development of the system of public administration in the sphere of civil protection in the period of modern history of Ukraine was based on two security systems of the Soviet period, each of which brought its weighty indication in the formation of the system of civil protection of Ukraine.
In the modern period of history (1990—2000), the development of civil protection of Ukraine was based on the system of civil defense organization. Formally, the civil defense of Ukraine ceased to exist (2003), but the human potential of civil defense continues to have a managerial influence on the organization of civil protection activities, underlining the functioning of the territorial-production principle of civil defense construction, which does not meet the requirements of the modern development of the state's economy. The system of public administration in the field of civil protection was not able to introduce decentralization and grant exclusive rights to local self-government bodies.
