ПЕРЕБУДОВА ЗАКЛАДІВ ОХОРОНИ ЗДОРОВ'Я В ЛІВІЇ

Анотація

У статті представлено модель фінансування "Солідарність" і визначені функції для сектора охорони здоров'я Лівії. Розподілено охорону здоров'я згідно з її функціями. Визначено необхідність створення служб охорони здоров'я з метою моніторингу ходу роботи в цьому секторі для огляду правових і фінансових процедур у всіх відповідних містах і областях. Подано організаційна структуру центрального регулятора сектора охорони здоров'я і навколишнього середовища. Проаналізовано рішення, прийняті урядом Лівії, яке передбачає врегулювання Загальних правил для працівників охорони здоров'я з медичними та молодшими медичними спеціальностями. Визначено, що рівень заробітної плати в Лівії для медичних спеціалістів доволі високий і має тенденцію до зростання, заробітна плата молодшого медичного персоналу є теж дуже високою. Показано, що Лівія за основними показниками функціонування системи охорони здоров'я досягла цілі розвитку тисячоліття, встановлені Всесвітньою організацією охорони здоров'я. Означено, що одним із важливіших законів, що були прийняті в цій країні за останні роки, був Закон про обов'язкове медичне страхування. За допомогою Всесвітньої організації охорони здоров'я було відновлено систему охорони здоров'я в цілому в країні.

REBUILDING HEALTHCARE FACILITIES IN LIBYA

Summary

The article presents a model of funding "Solidarity" and defines functions for the Libyan health sector. These functions include general policy proposals, data compilation, proposals for plans and programs, plans, programs and control in emergency situations development, supervision of quarantine activities, proposal and drafting of bills and decisions, participation in draft relevant bilateral and international agreements, establishment of necessary measures of control, establishment of norms and standards of health care quality, granting of licenses for practice of medical activity, food quality control. Health care is distributed according to its functions. It includes primary medicine and therapeutic treatment services. The hospitals are divided according to this concept. These are hospitals that are of special character for the treatment of infectious and psychiatric illnesses, and hospitals for scientific and medical research. The necessity of establishing of health services in order to monitor the progress of work in this sector to review legal and financial procedures in all relevant cities and regions has been identified. The organizational structure of the central regulator of the health and environment sector was determined. The decisions taken by the Government of Libya, which provides the settlement of the General Rules for health workers with medical and junior medical specialties, is analyzed. It is determined that salaries in Libya for medical professionals are rather high and tend to increase, while salaries of junior medical personnel are also high. It has been shown that Libya has achieved the Millennium Development Goals set by the World Health Organization on key indicators of the functioning of the health system. It is proved that the birth rate in Libya for 2013—2017 years falls, which is the result of hostilities in this country. But at the same time, the mortality rate has substantially decreased as a result of reforming the health care system in this country. It is stated that the one of the most important laws that has been adopted in this country in recent years was the Law on compulsory health insurance. Moreover, a number of sanctions were imposed punishing those who deliberately refrain from participating in the health insurance system. With the help of the World Health Organization, the health system in general in the country was restored. An important decision of the organization was the free provision of drugs to patients in all hospitals. The necessity of creating a center for a public health organization is stated.
