ТЕОРЕТИЧНІ ЗДОБУТКИ У ГАЛУЗІ НАУКОВОГО ЗАБЕЗПЕЧЕННЯ РОЗВИТКУ ДЕРЖАВНИХ МЕХАНІЗМІВ СТРАТЕГІЧНИХ КОМУНІКАЦІЙ У СЕКТОРІ БЕЗПЕКИ ТА ОБОРОНИ УКРАЇНИ
Анотація
У статті здійснено теоретичне узагальнення та вирішено актуальне завдання щодо науково-теоретичного обгрунтування державних механізмів стратегічних комунікацій у секторі безпеки і оборони України, проаналізовано їх сучасний стан та розроблено науково-практичні рекомендації органам державного і військового управління щодо підвищення ефективності використання стратегічних комунікацій у секторі безпеки і оборони України. Визначено та охарактеризовано державні механізми стратегічних комунікацій секторі безпеки і оборони України, зокрема організаційний, правовий, політичний, інформаційний та спеціальний. Проведено системний аналіз законодавчої та нормативно-правової бази з питань державних механізмів стратегічних комунікацій у СБіО України, який свідчить, що формування національної правової системи впровадження стратегічних комунікацій у СБіО України як частини загальнодержавної та міжвідомчої системи стратегічних комунікації проходить складний процес гармонізації за міжнародно-правовими та загальноєвропейськими стандартами. Проаналізовано й узагальнено зарубіжний досвід використання стратегічних комунікацій у СБіО України в контексті можливості його використання в Україні, який дає змогу стверджувати, що стратегічні комунікації ЄС, НАТО та ООН є ефективним та сучасним інструментом у глобальному інформаційному просторі, що дозволяє активно використовувати інформаційно-комунікаційні технології з метою розробки чіткої інформаційної політики зазначених організацій. Запропоновано пріоритетні напрями та визначено шляхи вдосконалення державних механізмів стратегічних комунікацій секторі безпеки і оборони України.

THEORETICAL EXPENSES IN THE FIELD OF SCIENTIFIC SUPPORT OF DEVELOPMENT OF STATE MECHANISMS OF STRATEGIC COMMUNICATIONS IN THE SECURITY AND DEFENSE OF UKRAINE
Summary
In the article the theoretical generalization and solving the actual task of scientific and theoretical substantiation of state mechanisms of strategic communications in the security and defense sector of Ukraine are analyzed, their state of the art analyzed and the scientific and practical recommendations for state and military authorities to improve the effectiveness of strategic communications in the security sector and Defense of Ukraine. The state mechanisms of strategic communications of the security and defense sector of Ukraine, in particular organizational, legal, political, informational and special, were determined and characterized. A systematic analysis of the legislative and regulatory framework on state mechanisms of strategic communications in the SBI of Ukraine has been conducted, which shows that the formation of the national legal system for the implementation of strategic communications in the SBA of Ukraine as part of the national and interagency system of strategic communications is a complex process of harmonization in international legal and European standards. The foreign experience of using strategic communications in the SBA of Ukraine in the context of the possibility of its use in Ukraine is analyzed and summarized, which makes it possible to assert that strategic communications of the EU, NATO and the UN are an effective and modern tool in the global information space, which allows to actively use information and communication technologies in order to develop a clear information policy for these organizations. The directions of improvement of state mechanisms of strategic communications in the security and defense sector of Ukraine are determined. The organizational-legal, political-diplomatic and informational-communicative ways of improvement of state mechanisms of strategic communications in the security and defense sector of Ukraine are proposed and characterized. The author's project "Regulations on the Interdepartmental Commission on the Development of State Mechanisms of Strategic Communications in the Security and Defense Sector of Ukraine" was developed. It is proposed to set up Ivan Cherniakhovsky National Defense University of Ukraine, which is the leading military educational institution in the country, and trains specialists of all kinds and genera of troops of all levels of military education: from the state military administration to the tactical level — the educational-scientific Center of strategic communications and a typical Position of the institution.
