СУЧАСНІ НАУКОВІ ПІДХОДИ ДО КОНЦЕПТУАЛІЗАЦІЇ ПОЛІТИЧНОГО РИЗИКУ

Анотація

У статті порушено актуальну наукову проблему, що пов'язана з відсутністю в теорії політичного ризику загальноприйнятого і усталеного уявлення про природу досліджуваного поняття, наявністю принципових розбіжностей у розумінні сутності цього соціально-політичного феномену. В роботі здійснено аналіз концептуалізації політичного ризику в зарубіжних і вітчизняних наукових дослідженнях. Дано характеристику дефініціям політичного ризику в рамках двох основних підходів наукової інтерпретації цього терміну: економічному і політологічному/державно-управлінському. Обгрунтовано двохвимірну інтерпретацію досліджуваного поняття як категорії науки державного управління, що дозволяє розглядати його: по-перше, як один із видів суспільного ризику, що є об'єктом управлінської діяльності держави; по-друге, як потенційно небезпечний побічний продукт ризикогенного за своєю суттю процесу вироблення державної політики.

MODERN SCIENTIFIC APPROACHES TO THE CONCEPTUALIZATION OF POLITICAL RISK

Summary

It is traditionally believed that the subject field of the conceptualization of political risk is associated with the process of policy development, including state policy, since the latter is under constant influence of factors of uncertainty generated by the behavior and decisions of numerous political actors, which as a result have a direct or indirect effect on the consequences activities of all its participants, as well as policy objects. However, despite the localized source of political riskogenesis, the known problem in the theory of political risk is the lack of a common understanding of the nature of the concept under investigation, the existence of significant, as well as fundamental differences in understanding the essence of this important for state-management phenomenon.
The paper objective is an analysis of the conceptualization of political risk in foreign and domestic scientific research and an attempt to offer on its basis an interpretation of the concept under study as a category of state-management science.
The article actualized important scientific problem related to the lack in the political risk theory a generally accepted and well-established representation about nature of the political risk concept, as well as the presence of fundamental differences in the understanding of the essence of this socio-political phenomenon. The paper analyzes the conceptualization of political risk in foreign and domestic scientific research works.
On the basis of the analysis carried out by the author, the author substantiates the scientific feasibility of two-dimensional interpretation of political risk as a category of public administration science, which allows him to be considered in the first dimension as one of the types of social risk, and therefore as an object of governance in the process of developing a state policy, aimed at solving urgent problems of social development; in the second dimension — as one of the types of public-management risks, namely, as a potential socially dangerous product of the state policy process, or more generally, the work of the public administration system. Characteristics of political risk as a category of public administration science is considered by the author as a promising direction for further research.
