КОМУНІКАТИВНИЙ АСПЕКТ СПІЛЬНОЇ ДІЯЛЬНОСТІ МІЖ ЧИНОВНИКАМИ І НЕПРИБУТКОВИМИ ОРГАНІЗАЦІЯМИ
Анотація
Зазначено, що посилення комунікативного аспекту при реалізації проектів. Воно повинно, на наш погляд, здійснюватися поетапно: дослідження загальних інтересів і визначення ніш для партнерства. Навіть у тому випадку, якщо цей процес обмежений і носить формальний характер, необхідно підходити до його організації з позиції виявлення позитивних сторін існуючого або можливого партнерства між урядом і громадськими інститутами та формування конструктивних ініціатив; встановлення діалогу між чиновниками і представниками неприбуткових організацій. Важливо, щоб тематичні зустрічі носили регулярний, робочий характер, що дозволяє потенційним партнерам звикнути один до одного і побачити можливості для розвитку співпраці у вирішенні конкретних проблем; планування спільної діяльності між урядовими чиновниками і неприбуткових організацій, здатними запропонувати свої послуги уряду. Для здійснення цього кроку потрібні щира зацікавленість уряду і професійна відповідальність неприбуткових організацій.
Аргументовано концепцію міжсекторного соціального партнерства як стратегію оптимізації взаємодії державного, комерційного та некомерційного секторів з метою ефективного вирішення загальнозначущих проблем суспільства. Зароджуються механізми міжсекторного соціального партнерства хоча і піддаються класифікації за характером взаємин неприбуткових організацій і держави, відображають лише початковий процес МСП, специфіку генезису українських неприбуткових організацій в умовах посттоталітарної України.

COMMUNICATIVE ASPECTS OF JOINT ACTIVITY BETWEEN PERSONNEL AND INDEPENDENT ORGANIZATIONS
Summary
It is noted that the strengthening of the communicative aspect in the implementation of projects. It should, in our opinion, be carried out in stages: the study of common interests and the definition of niches for partnership. Even if this process is limited and of a formal nature, it is necessary to approach its organization from the point of view of identifying the positive sides of the existing or possible partnership between the government and public institutions and the formation of constructive initiatives; establishment of a dialogue between officials and representatives of non-profit organizations. It is important for thematic meetings to be regular, working, allowing potential partners to get used to each other and see opportunities for developing cooperation in solving specific problems; planning of joint activities between government officials and non-profit organizations able to offer their services to the government. To implement this step, the Government's sincere interest and the professional responsibility of non-profit organizations are required.
The concept of cross-sectoral social partnership as a strategy for optimizing the interaction of state, commercial and non-commercial sectors is grounded in order to effectively solve the problems of society in general. Emerging mechanisms of cross-sectoral social partnership, although classifiable according to the nature of the relationship between non-profit organizations and the state, reflect only the initial process of SMEs, the specifics of the genesis of Ukrainian nonprofit organizations in the post-totalitarian Ukraine.
For scientific and practical understanding of this new, but necessary in the context of democratization of public-public relations, the phenomenon should: formulate a coherent strategy of cross-sectoral interaction, implementing it in public policy; implement a unified systemic state policy towards the third sector; to make changes in the legislation on the activities of non-profit organizations in the legislative articles; to develop a model of cross-sectoral social partnership on the basis of systematization, study and creative reflection of the domestic practice of cooperation of non-profit organizations with state and local structures, taking into account the world's positive experience of partnership.
