ДЕЯКІ ОСОБЛИВОСТІ ВСТАНОВЛЕННЯ ТА ЗДІЙСНЕННЯ БІЛЬШОВИЦЬКОГО УРЯДУВАННЯ НА УКРАЇНСЬКИХ ТЕРЕНАХ У 1917—1920 РР.

Анотація

У статті подано аналіз особливостей боротьби за владу, встановлення та здійснення більшовицького урядування в українських землях після повалення монархії в Російській імперії. Описано механізми формування Рад, досліджено курс на побудову соціалістичного суспільства, висвітлено зміст, принципи проведення та наслідки реформ; проаналізовано методи боротьби з класовими ворогами та із зовнішньою інтервенцією; подано висновки щодо причин поразки антибільшовицьких сил.
Особливу увагу приділено відносинам органів центральної (російської) та "місцевої" (української) влади. У дослідженні детально проаналізовано роль апарату примусу у планах державного будівництва: охарактеризовано суть політики "воєнного комунізму" та його масштабні наслідки, наведено приклади "червоного терору"; наголошено на вирішальній ролі ідеології у побудові радянської системи управління на українських теренах.

SOME FEATURES OF THE ESTABLISHMENT END IMPLEMENTATION OF THE BOLSHEVIK GOVERNANCE OF THE UKRAINIAN TERRITORY IN 1917—1920

Summary

Problem setting. The October coup in Russia was perceived by the imperial outskirts as a chance to start a national construction, and Ukraine did not become an exception to these historical processes: the proclamation of the Ukrainian People's Republic was followed by revolutionary events in Petrograd.
Recent research and publications analysis. The rich source base is the works of prominent Ukrainian scholars, researchers of the Ukrainian revolution and its direct participants — the officials of D. Doroshenko, V. Vynnychenko; monographs of modern scholars, in particular, V. Verstyuk, collective work of Ukrainian scholars, works by S. Kulchytsky, relating to this period.
Paper objective:
— to explore the mechanisms of the revolutionary formation of local government bodies;
— to analyze the priority areas of activity of local committees;
— to define the main principles of building a socialist system, to prove the repressive nature of the Bolshevik governance.
Paper main body. The Bolsheviks came to power both in Russia and Ukraine in an armed way: after the overthrow of tsarism, they failed to gain influence either in the Provisional Government or in the Central Council (General Secretariat). That is why both power structures were declared counter-revolutionary and anti-people. Refusing to participate in government, as the proposed participation was in fact deliberative rather than dominant, Bolshevist ideologists focused on working with the masses and achieved massive successes in this area: failures at the front, the ruin of the peasantry, the industrial crisis, the Kornilovschina, and the ochlocracy in the outlying territories, — all this contributed to the popularization of the main ideas of equality, will, land, people's power, etc. Therefore, in the wake of the armed October coup, the Bolsheviks succeeded in seizing power in Petrograd.
Conclusions of the research. The national governments did not win the most important advantage, because the victory of their greatest opponents was not only promoted by the military force and the policy of "red terror", but also by massive popular support. Because immediately after the arrival of them were solved the most important issues of the time — the problem of peace and earth. Undoubtedly, the conditions of the Brest Peace were prepared not by them, but by governments of several countries; it is quite possible that the German government in those years was their latent ally: after suffering huge losses, Germany owed the Bolsheviks the acceleration of peace, and therefore did not want long military conflicts with them. It is also likely that the program of post-revolutionary redistribution of land and the nationalization of large private property was compiled by Socialist-Revolutionaries and Borotbists, and not by Lenin's allies. But these great projects were implemented by the Bolsheviks, and this contributed most to the popularization of their course. In time, other democratic slogans, long anticipated not only by the proletarian and peasant societies, but also by a significant part of the national intelligentsia, which anticipated social changes and needed them, were heard.
