ФІНАНСОВА СКЛАДОВА ЕКОНОМІЧНОГО РОЗВИТКУ
Анотація
У статті розкрито сутність та роль фінансової складової економічного розвитку, що потребує комплексного підходу щодо визначення основних інструментів державного впливу; фінансового регулювання, що виражається через сукупність важелів фінансового характеру відносно здійснення впливу на функціонування суб'єктів господарювання; фінансової політики забезпечення економічної та соціальної стабільності шляхом створення умов для збалансованого економічного розвитку країни; координації діяльності фінансових інститутів і забезпечення транспарентності процесів формування бюджетної та монетарної політики. Визначено, що фінансове регулювання та реалізація фінансової політики в сфері державних фінансів займають досить важливе місце у системі державного регулювання економіки; в сучасних умовах державна фінансова політика являє собою макроекономічний регулятор відтворювальних процесів, спрямований на реалізацію стратегічних пріоритетів суспільного розвитку; динамічний економічний розвиток потребує синтезу та координації інструментів бюджетно-податкового та грошово-кредитного регулювання, що в свою чергу, передбачає їх поєднання з метою збереження макроекономічної стабільності. Розглянуто інститут бюджетного регулювання, що має грунтуватися на сукупності форм, засобів, механізмів формування та реалізації завдань бюджетної політики, які визначають умови взаємовідносин учасників бюджетного процесу; інструменти грошово-кредитного регулювання повинні забезпечити належну грошову пропозицію для розширеного відтворення розвитку економіки; підходи до удосконалення фінансової політики як складової економічного розвитку, які сприятимуть підвищенню її ефективності у сфері державних та місцевих фінансів, фінансових відносин та ринку фінансових послуг. Показано, що посилення рівня координації та функціонування відповідних інституційних засад забезпечить дієвий вплив фінансової складової на розвиток економіки країни; важливим є підвищення ефективності видатків з урахуванням доцільності актуалізації інструментів програмно-цільового методу в бюджетному процесі; метою інституційної модернізації фінансової системи має стати формування сучасних фінансових інститутів, що сприятимуть відновленню позитивної динаміки економічного зростання.

FINANCIAL COMPONENT OF ECONOMIC DEVELOPMENT
Summary
The article reveals the essence and role of the financial component of economic development, which requires an integrated approach to the definition of the main instruments of state influence; financial regulation, which is expressed through a set of financial instruments in relation to the effect on the functioning of economic entities; financial policy ensuring economic and social stability by creating conditions for balanced economic development of the country; coordinating the activities of financial institutions and ensuring transparency of the processes of fiscal and monetary policy formation. It is determined that financial regulation and implementation of financial policy in the field of public finance occupy a very important place in the system of state regulation of the economy; in modern conditions, the state financial policy is a macroeconomic regulator of reproductive processes, aimed at implementing strategic priorities of social development; dynamic economic development requires the synthesis and coordination of fiscal and monetary regulatory instruments, which in turn involves combining them to maintain macroeconomic stability. The institute of budgetary regulation is considered, which should be based on a set of forms, means, mechanisms of formation and realization of the tasks of budget policy, which determine the conditions of relations between the participants of the budget process; instruments of monetary regulation should provide the proper money supply for the expanded reproduction of economic development; Approaches to improving financial policy as a component of economic development that will enhance its efficiency in the field of state and local finance, financial relations and the financial services market. It is shown that strengthening the level of coordination and functioning of the relevant institutional framework will ensure the effective influence of the financial component on the development of the country's economy; it is important to increase the efficiency of expenditures, taking into account the expediency of updating the tools of the program-target method in the budget process; the goal of institutional modernization of the financial system should be the formation of modern financial institutions that will help restore the positive dynamics of economic growth.
