ПЕНСІЙНЕ ЗАБЕЗПЕЧЕННЯ: ЗАРУБІЖНИЙ ДОСВІД ТА УРОКИ ДЛЯ УКРАЇНИ

Анотація

У статті обгрунтовано тенденції розвитку пенсійного забезпечення розвинутих країн — з одного боку, це збільшення активності населення до накопичень, що представлені різними фінансовими інструментами. З іншого боку — загострюються демографічні проблеми, які проявляються у старінні населення, міграційних процесах; зростанні обсягів пенсійних виплат у ВВП країни. Особливостями державного обов'язкового пенсійного забезпечення визначено такі: внески формуються як відсоток від заробітної плати або як фіксована величина; встановлюється кількість років сплати пенсійних внесків; існує перерозподіл навантаження між роботодавцем та працівником; право на пенсію визначається двома умовами — наявністю певного страхового стажу і досягненням пенсійного віку; відсутність будь-яких пільг для окремих категорій працівників як за розмірами внесків, що сплачуються, так і за умовами надання і виплати пенсій.
Проведено оцінку накопичувальних пенсійних фондів у зарубіжних країнах: активи цих фондів щорічно збільшуються; величина пенсій є достатньою, щоб зберегти рівень життя осіб похилого віку на рівні, який максимально наближений до обсягу передпенсійного доходу.

PENSION PROVISION: FOREIGN EXPERIENCE AND LESSONS FOR UKRAINE

Summary

Many countries, even the most successful ones, under current conditions have problems with proper pension provision. In some countries such pensions are unfair and costly to both the state and the population, while other countries have developed such mechanisms and implemented reforms helping to overcome the problems of proper pension provision. The main purpose of the article is to analyze foreign experience in pension provision implementing and to substantiate the set of measures for domestic practice. The main objectives of the article are: to define the threats to the development of retirement benefits in developed countries; to find out the peculiarities of functioning of the first level of pension provision; to estimate the activity of accumulative pension funds and to ground the first steps for the Ukrainian pension system.
Various directional trends have been identified in the development of retirement provision in developed countries. On the one hand, there is an increase in the population's activity towards savings that are represented by various financial instruments. On the other hand, there are demographic problems in the world such as aging of the population, migration processes; increase in the amount of pension payments in the country's GDP. Each country has its own model of pension provision, which combines both solidarity and accumulation systems. As a result, a pensioner receives a pension from the state, a pension from the employer and a personal accumulated non-state pension.
These are the following specific features of state compulsory retirement provision: contributions are formed as a percentage of wages or as a fixed amount; at this level a minimum pension is provided only; the number of years of pension contributions is set; there is a redistribution of the workload between the employer and the employee; the right to a pension is determined by two conditions — the availability of certain periods of insurance and the reaching the retirement age. There are no privileges for certain categories of employees, both in terms of the amount of contributions paid and in the terms of provision and payment.
There is an estimation of accumulation pension funds in foreign countries made, which shows that: the assets of these funds increase annually; the amount of pensions should be sufficient to maintain the standard of living of the elderly at the level close at most to the amount of pre-retirement income. There are motivational factors for the population in the world to take part in the accumulation system of pensions.
