СУЧАСНІ ФОРМИ ОРГАНІЗАЦІЙНОЇ ВЗАЄМОДІЇ ДЛЯ ПІДВИЩЕННЯ ЯКОСТІ ДЕРЖАВНОГО УПРАВЛІННЯ

Анотація

У статті розглянуто системи комплексної оцінки ефективності впровадження нових форм організації взаємодії органів виконавчої влади зі споживачами державних послуг, концепція суспільної цінності, а також модель, що описує механізм впливу на суспільну цінність, яка створюється органами виконавчої влади, нові форми їх взаємодії зі споживачами державних послуг. Зазначено, що надання послуг знаходиться в прямій залежності від кількості трансакцій, що здійснюються споживачами за допомогою різних форм організації взаємодії. Запропоновано, комплексну систему, яка передбачає два основних напрями оцінки впроваджуваної нової форми: оцінку засобів та інструментів досягнення кінцевих результатів (підвищення якості державного управління та суспільної цінності), а також оцінку впливу нових форм на підвищення задоволеності споживачів послугами, результати діяльності органів виконавчої влади, а також підвищення довіри інститутів влади.

FOREIGN EXPERIENCE OF FORMATION OF MODERN GOVERNMENT INNOVATIVE POLICY

Summary

The article deals with the systems of complex evaluation of the effectiveness of the introduction of new forms of organization of interaction between executive authorities and consumers of public services, proposed in this section, the concept of social value, the analysis of which was conducted in the first section, as well as a model describing the mechanism of influence on the social value, which created by executive authorities, new forms of their interaction with consumers of public services. It is noted that the provision of services is directly dependent on the number of transactions carried out by consumers through various forms of interaction organization. It is determined that in order to assess the economic effects of the introduction of new forms, it is proposed to use an internal expert assessment, where an internal expert assessment allows to analyze the changes in efficiency achieved through the development of a new form of interaction — optimization of business processes, productivity increase, and the dynamics of cost effectiveness. It is noted that the analysis and comparison of the results obtained in different areas of evaluation within the framework of the integrated system will allow more accurately, at least, to assess at a qualitative level the various benefits / losses associated with the introduction of the new form and, consequently, contribute to understanding socio-economic efficiency of investments into a new form of organization of interaction. The correlation of the evaluation results from different directions, indicators and criteria, allocated in this system, makes it possible to more precisely determine the problems of the development of new forms of interaction between executive authorities and consumers of public services. A comprehensive system is proposed that includes two main areas for evaluating the implementation of the new form: assessment of tools and tools for achieving the final results (improving the quality of public administration and public value), as well as assessing the impact of new forms on improving customer satisfaction with services, performance of executive authorities, as well as increased confidence in the institutions of power. It is substantiated that the system of complex estimation allows to compare the dynamics of the indicators obtained during the external expert assessment, and as a result of consumer research (correlate the change in the qualitative characteristics of the new form of organization of interaction with the demand dynamics on the state services provided in its framework and the degree of customer satisfaction service). Contribution to the development of policies for the development of new forms of interaction organization can also make correlation of indicators of their effectiveness in improving the quality of public administration (estimated mainly through consumer surveys) with indicators of their external expert assessment.
