СУЧАСНІ ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНІ ТЕХНОЛОГІЇ ТА ЇХ ПОТЕНЦІАЛ ВПЛИВУ НА ВЗАЄМОДІЮ ДЕРЖАВИ І ГРОМАДЯНСЬКОГО СУСПІЛЬСТВА В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ
Анотація
У статті здійснено грунтовний аналіз громадянського суспільства в сучасній Україні як структурної складової взаємодії держави та громадянського суспільства в умовах децентралізації. З'ясовано, що оголошена та впроваджувана реформа децентралізації влади в Україні спрямована на посилення механізмів взаємодії держави і громадянського суспільства. У свою чергу, це повинно стати міцним підгрунтям для розбудови демократії на локальному та загальнонаціональному рівнях. У сучасних умовах становлення інформаційного суспільства, бурхливого розвитку та запровадження інформаційних технологій, у тому числі і в процесі реалізації взаємодії держави і громадянського суспільства, визначаються модерні механізми функціонування такої взаємодії, навіть формується особливий вимір останньої — віртуальний.
Відповідно до поставленої дослідницької мети розкрито теоретико-методологічний зміст сучасних інформаційно-комунікаційних технологій у процесі взаємодії держави і громадянського суспільства в умовах децентралізації, ідентифіковано, що нові інформаційні технології надали можливість науковцям розширити перелік так званою віртуальною децентралізацією, суть якої полягає у використанні Інтернету для створення інформації та надання доступу населенню та бізнесу до різноманітних послуг, визначено та проаналізовано соціальні мережі, які є розгалуженою системою горизонтальних соціальних контактів, зв'язків, взаємодій між членами суспільства, над якою надбудовуються інформаційні зв'язки індивіда чи групи індивідів з власним соціальним світом та іншими соціальними світами.

CURRENT INFORMATIONAL AND COMMUNICATION TECHNOLOGIES AND THEIR POTENTIAL INFLUENCE ON INTERACTION OF THE STATE AND CIVIL SOCIETY IN DECENTRALIZATION CONDITIONS
Summary
The article provides a thorough analysis of civil society in modern Ukraine as a structural component of the interaction of the state and civil society in the conditions of decentralization. It is revealed that the announced and implemented reform of the decentralization of power in Ukraine is aimed at strengthening the mechanisms of interaction between the state and civil society. In turn, this should be a solid ground for building democracy at the local and national levels. In modern conditions of the formation of the information society, the rapid development and introduction of information technologies, including in the process of implementing the interaction of state and civil society, the modern mechanisms of functioning of such interaction are determined, even the special dimension of the latter is formed — virtual.
On the one hand, it forms the latest means of establishing effective communication between the state and civil society, and on the other, it enhances the possibilities of manipulative influence on it. The events of EuroMaydan, the information war against Ukraine significantly strengthened the participation of civil society in decision-making by state authorities, including the promotion of the opportunities of information and communication technologies, which were the basis of various types of Internet participation.
According to the research goal, the theoretical and methodological content of modern information and communication technologies in the process of interaction of the state and civil society in the conditions of decentralization is revealed, it was identified that new information technologies gave scientists the opportunity to expand the list of so-called virtual decentralization, the essence of which is to use the Internet to create information and providing access to services and social services to the population and businesses, social networks are identified and analyzed, such as represent a complex system of horizontal social contacts, connections, interactions between members of society over which the superposed information links individual or group of individuals with their own social world and other social worlds.
