СПЕЦИФІКА РОЗРОБКИ ТА ВПРОВАДЖЕННЯ МЕХАНІЗМІВ ДЕРЖАВНОГО УПРАВЛІННЯ АГРОПРОМИСЛОВИМ КОМПЛЕКСОМ
Анотація
У статті досліджено специфіку розробки та впровадження механізмів державного управління агропромисловим комплексом. Зокрема, виділено інструментарій реалізації механізмів державного управління агропромисловим комплексом. Виокремлено особливості організаційно-управлінського механізму державного управління агропромисловим комплексом. Охарактеризовано зміст та порядок реалізації нормативно-правового механізму державного управління агропромисловим комплексом. Запропоновано шляхи розвитку фінансового-економічного механізму державного управління агропромисловим комплексом.
Ключові слова: механізми державного управління; агропромисловий комплекс; організаційно-управлінський механізм; нормативно-правовий механізм; фінансово-економічний механізм.

THE SPECIFICS OF DEVELOPMENT AND DEPLOYMENT OF MECHANISMS OF AGRO-INDUSTRIAL COMPLEX PUBLIC ADMINISTRATION
Summary
Problem setting. The prospects of development of regional agro-industrial complex in Ukraine substantially depend on the choice of target reference points of agricultural and food policy and also of adequacy and timeliness of use of forms and instruments of its realization.
Recent research and publication analysis. Numerous authors devoted their works to problems of development of the agricultural sector nowadays.
However mechanisms of agro-industrial complex public administration in Ukraine still cannot be considered as developed and effective ones. Accordingly, they need further improvement.
Paper objective. The purpose of article is investigation of the specifics of development and deployment of mechanisms of agro-industrial complex public administration.
Paper main body. The specifics of development and deployment of mechanisms of agro-industrial complex public administration are investigated in the article. In particular, the tools of realization of mechanisms of agro-industrial complex public administration are allocated. The features of the organizational and administrative mechanism of agro-industrial complex public administration are marked out. The contents and order of realization of the standard and legal mechanism of agro-industrial complex public administration are characterized. The ways of development of the financial and economic mechanism of agro-industrial complex public administration are offered.
Conclusions of the research.
1. The following tools of realization of mechanisms of agro-industrial complex public administration are allocated: legal, standard and information support; infrastructure providing; instruments of regulation of the products' market; forecasting, programming and planning; price regulation; financial security; monetary and credit providing.
2. The features of the organizational and administrative mechanism of agro-industrial complex public administration are marked out. It is emphasized that key components of this mechanism in Ukraine are the Ministry of Agricultural Policy and Food of Ukraine and also the State Service of Ukraine on Food Safety and Consumer Protection.
3. The contents and order of realization of the standard and legal mechanism of agro-industrial complex public administration are characterized. It is noted that the key normative legal acts in this sphere in Ukraine ate the following: the Law of Ukraine "About Agricultural Cooperation", the Law of Ukraine "About State Regulation of Import of Agricultural Products" and the Law of Ukraine "About the Basic Principles of the State Agrarian Policy till 2015".
