ФІНАНСОВО-ЕКОНОМІЧНЕ РЕГУЛЮВАННЯ РОЗВИТКУ РЕКРЕАЦІЙНОЇ СФЕРИ В УМОВАХ ФОРМУВАННЯ РИНКОВИХ ВІДНОСИН
Анотація
Здійснено аналіз фінансово-економічного регулювання розвитку рекреаційної сфери в умовах формування національних ринкових відносин. Доведено необхідність у застосуванні новітніх форм і методів організації рекреаційного потенціалу, механізму їх впровадження, джерел інвестиційно-фінансового забезпечення рекреаційної сфери.
Аргументовано результативність залучення коштів державного бюджету до фінансування тільки перспективних проектів, котрі стосуються рекреаційного освоєння конкретних регіонів України і реконструкції вже діючих рекреаційних об'єктів (проведення пошукових і гідрогеологічних робіт з визначення та вивчення унікальних лікувальних мінеральних ресурсів, і, в першу чергу тих, які призначені для оздоровлення населення; створення сітки об'єктів інфраструктури загального призначення в діючих рекреаційних об'єктах (будівництво доріг), інженерної і соціальної інфраструктури; проведення заходів з роздержавлення і приватизації в рекреаційній галузі; здійснення науково-методичного забезпечення; проведення заходів по реконструкції і розвитку природних ландшафтних рекреаційних парків і заповідних зон та центрів).
Запропоновано пріоритетні види допомоги держави рекреаційним закладам та підприємствам (надання субсидій, що допомагають розв'язати проблему готівки, особливо на першій стадії реалізації рекреаційних проектів; пільгові позики, що дозволяють компенсувати розрив між фіксованою і комерційною ставкою, здійснювати контроль за реалізацією проекту, під якою видається позика; боніфікація відсотків і поручництво відносно позик і субсидій — уряд або спеціальний орган гарантує позики, надані комерційними банками на розвиток рекреаційної сфери).
Окреслено принципи, котрі визначають ефективність реалізації рекреаційних можливостей на конкретній території, забезпечують конкурентоспроможність її економіки, сталий розвиток на перспективу.

FINANCIAL AND ECONOMIC REGULATION OF DEVELOPMENT OF RECREATIONAL SECTOR IN CONDITIONS OF FORMATION OF MARKET RELATIONS
Summary
The analysis of financial and economic regulation of recreational sphere development in the conditions of formation of national market relations is carried out.
Attention is paid to the modern basis of optimization of financial regulation — strengthening of the financial basis of local self-government, which envisages strengthening local self-government's interest in raising the level of own income by stimulating an increase in volumes of production, gross value added, volume of investments and level of incomes according to the direction of economic development of the region.
The perspective of combining state budget funds with financing of only promising projects concerning recreational development of specific regions of Ukraine and reconstruction of already existing recreational facilities is outlined, namely: conducting search and hydrogeological works on the definition and study of unique therapeutic mineral resources, and, in the first place those that are intended for the improvement of the population; creation of a network of objects of general-purpose infrastructure in the existing recreational facilities (road construction), engineering and social infrastructure; carrying out measures on privatization and privatization in the recreational sphere; implementation of scientific and methodological support; carrying out measures for the reconstruction and development of natural landscape recreational parks and protected areas and centers.
The priority types of financial assistance to recreational facilities and enterprises are specified: the provision of subsidies that help solve the cash issue, especially in the first stage of the implementation of recreational projects; soft loans that allow to compensate for the gap between fixed and commercial rates, monitor the implementation of a project under which a loan is issued; interest bonus and warrant for loans and subsidies — the government or special body guarantees loans provided by commercial banks for the development of recreational spheres.
The necessity to apply the latest forms and methods of organization of recreational potential, the mechanism of their implementation, sources of investment and financial provision of the recreational sphere has been proved.
Formulated the basic provisions on the formation and functioning of the financial and economic mechanism of development of recreational potential of the country, which determine the effectiveness of realization of recreational opportunities in a specific territory, ensure the competitiveness of its economy, sustainable development in the future. In particular, the following principles are specified: the principle of expediency (involves the carrying out of any activity in the presence of economic, social and environmental benefits and effects); the principle of systemicity (involves studying the recreational potential as a system consisting of certain structural elements that are interconnected and coordinated with each other, and their development is aimed at raising the level of the whole system); the principle of adaptability (means the implementation of a system of measures aimed at responding quickly to a recreational proposal for changes in the environment in order to achieve compliance with recreational demand); the principle of science (involves the use of scientifically based methods of evaluation, analysis of the current state and forecasting the development of recreational potential, the introduction of innovative technologies to increase the efficiency and rationality of its use); the principle of balance (constant support of the necessary proportionality between the development of component potential, which ensures maximum efficiency from the use of potential for all subjects of recreational activity and its highest value); the principle of planning (carried out through conducting a balanced, based on thorough planning, forecasting policies on the organization, functioning and development of recreational activities in the region that takes into account the interests of society, state and business structures, the entire population).
