ЄВРОАТЛАНТИЧНА ІНТЕГРАЦІЯ УКРАЇНИ: ВІД ХАРТІЇ ПРО ОСОБЛИВЕ ПАРТНЕРСТВО ДО ОСНОВНОГО ЗАКОНУ ДЕРЖАВИ
Анотація
У статті досліджено організаційно-правові механізми співробітництва України з Організацією Північно-Атлантичного договору в умовах глобалізації, наведено низку нормативно-правових актів, які є правовою основою євроатлантичної інтеграції нашої держави. Ці акти свідчать про те, що Україна активно враховує нову геополітичну ситуацію у світі і прагне вдосконалити шляхи управління євроінтеграційними процесами. Крім того, проаналізовано організаційні механізми співпраці України з Альянсом (Хартія про особливе партнерство між Україною та НАТО, Комісія Україна — НАТО, Річна національна програма та ін.). Підкреслено, що діяльність усіх державних органів у форматі Україна — НАТО зосереджена на прогнозуванні, своєчасному виявленні, попередженні і нейтралізації зовнішніх і внутрішніх загроз національній безпеці. Доведено, що найбільш ефективним механізмом убезпечення України є її членство в НАТО.

EURO-ATLANTIC INTEGRATION OF UKRAINE: FROM CHARTER OF SPECIAL PARTNERSHIP TO THE BASIC LAW OF THE STATE
Summary
The article examines the organizational and legal mechanisms of cooperation between Ukraine and the North Atlantic Treaty Organization in the context of globalization, provides a number of legal acts that are the basis for the Euro-Atlantic integration of our state. These acts testify the fact that Ukraine actively takes into account the new geopolitical situation in the world and seeks to improve the ways of governance of Euro-integration processes. In particular, on February 7, 2019, the Verkhovna Rada of Ukraine adopted a law on amending the Constitution of Ukraine on the strategic course of the state for gaining full-fledged membership of Ukraine in the EU and NATO. The overwhelming majority of Ukrainian society supports the course for Ukraine's full membership in the EU and NATO. The article also analyzes regulatory and legal mechanisms of Ukraine's cooperation with the Alliance, in particular the Charter on a special partnership between Ukraine and NATO. The Charter on a special partnership between Ukraine and the Organization of the North Atlantic Treaty (NATO) was signed during the Madrid Alliance Summit on July 9, 1997. The Charter outlines in particular the political and practical non-military forms of cooperation between Ukraine and NATO. It became a logical continuation of the accession of Ukraine to the Partnership for Peace Program in 1994. In August 2009, in Brussels, was approved a declaration on the alternation of the Charter 1997, taking into account the results of the Bucharest Summit, which took place a year earlier in the Romanian capital.
Importantly, Ukraine has changed its approaches to the elaboration of the Annual National Program under the auspices of the NATO-Ukraine Commission. In 2019, a completely different document was adopted, which is a strategic and systematic document built on the logical chain, which lists the strategic goals and specific tasks for the current year, as well as the ways of their implementation.
— It is emphasized that the activities of all state bodies in the format of Ukraine-NATO are focused on prediction, timely detection, prevention and neutralization of external and internal threats to national security. It is proved that the most effective mechanism of ensuring Ukraine's safety is its membership in NATO.
The article also analyzes Ukraine's individual achievements in the way of Euro-Atlantic integration, namely, the reformation of the Armed Forces, the expansion of cooperation with NATO in various spheres, the main principles of NATO's cooperation with partner countries based on common security, respect for sovereignty, common accord, common consultations within forums on different levels: the North Atlantic Council, the political committee, regional expert and special working groups, advisory groups and other specific structures.
