ДОСВІД КИТАЮ У ЗАБЕЗПЕЧЕННІ РОЗВИТКУ ГАЛУЗІ ОСВІТИ ЯК ПІДГРУНТЯ ДЛЯ ВДОСКОНАЛЕННЯ МЕХАНІЗМІВ ДЕРЖАВНОГО УПРАВЛІННЯ ЯКІСТЮ ВИЩОЇ ОСВІТИ УКРАЇНИ
Анотація
У статті розглянуто досвід Китаю щодо забезпечення розвитку галузі освіти та обгрунтовано можливість його використання в системі управління розвитком якості вищої освіти України. В статті розглянуто основні етапи інституалізації норм функціонування системи освіти Китаю та визначено вектори її пріоритетного розвитку. Стаття містить узагальнення щодо результатів проведених Урядом Китаю реформ, а також визначення місця та ролі освіти у забезпеченні суспільно-політичних та соціально-економічних трансформацій. За результати вивчення досвіду Китаю у використанні механізмів державного управління освітянською галуззю в статті сформульовано висновок щодо необхідності реалізації заходів із реформування системи вищої освіти України у їх діалектичній єдності з відповідними заходами в системі середньої освіти та науковій сфері. Крім того, стаття місить висновки щодо напрямів удосконалення змісту та практики використання механізмів державного управління якістю вищої освіти України.

THE EXPERIENCE OF CHINA IN PROVIDING OF DEVELOPMENT OF THE HIGHER EDUCATION SPHERE AS BASICS FOR IMPROVING MECHANISMS OF PUBLIC ADMINISTRATION OF UKRAINE HIGHER EDUCATION QUALITY
Summary
The development of China's higher education system to the level of the world's best models has determined the relevance of the chosen research direction. It is determined that during the implementation of the reforms initiated after the 3rd Plenum of the Central Committee of the Communist Party of China of the 11th convocation (1978) the economy of China, as well as citizens' standard of living demonstrated fair dynamics of its increase. According to experts' point of view, the modern level of development of the China's society socio-economic subsystem is connected with the so-called four modernisations, to be more direct, reforming of agriculture; defence; industry; science and technology. Individual researchers pay attention to the importance of the "fifth modernisation", namely reforms in the education sphere. Nowadays, the higher education system of China in the international rankings is positioned on the level of the world's best models and ranks the 8th. Higher education systems of South Korea, Japan, Italy, Spain, Switzerland, Sweden, Russia and New Zealand have lower indicators and experts evaluated them on the level of 9—16 seats respectively. Taking into account the fact that at the time of the beginning of the reform (1978) of the educational sphere, the higher education system was in complete decadence ( as a the result of the so-called Cultural revolution), provided by the Chinese government present result is really fantastic. Taking into account the fact that the system of higher education in any of the countries of the World did not demonstrate such a powerful dynamics of improving its quality, we think it necessary to consider those of the mechanisms of public administration of the educational sphere, which provided a significant increase of the level of China higher education competitiveness.
Among the directions of activity of the Government of China to reform the education sphere we should pay attention to the following ones:
— rejection of further enhancing of the processes (procedures) of uniting of education and production (such a step made it possible for the higher education system of China to maintain being academic and improve the quality of educational services provided by universities);
— taking into account regional peculiarities, both at the level of development of relations between the authorities and the local population (regional policy), and at the level of implementation of the state policy in the higher education sphere;
— simultaneous reform of higher and secondary education systems, as well as the modernisation of the sphere of science and technology (ensuring following the principles of being systematic and complex in holding of the reforms).
