ОСНОВЫ ГОСУДАРСТВЕННОГО РЕГУЛИРОВАНИЯ В СИСТЕМЕ ЗДРАВООХРАНЕНИЯ УКРАИНЫ НА СОВРЕМЕННОМ ЭТАПЕ
Аннотация
Статья посвящена исследованию основных положений государственного регулирования в системе здравоохранения Украины на современном этапе ее развития. Учитывая процесс реформирования системы здравоохранения, необходимость определения функций и направлений государственного регулирования в данной отрасли имеет высокую степень важности.
Автор раскрывает основные понятия и отличия государственного регулирования именно в системе здравоохранения, выделяя элементы государственного регулирования, которые на сегодняшний день требуют доработки и уточнения нормативно-правовых положений.
Так же в статье рассматривается вопрос выделения взаимосвязанных направлений правового регулирования в сфере здравоохранения, которые предполагают необходимость использования конкретных механизмов и регуляторов для достижения высокого уровня эффективности деятельности во всей системе здравоохранения в целом.
В заключении автор приходит к необходимости изучения отдельных регуляторов на современном этапе развития сферы здравоохранения как социально-политической проблемы, а так же определения наиболее оптимальных путей решения проблемы государственного регулирования такими механизмами осуществления государственного контроля.

BASICS OF STATE REGULATION IN THE HEALTH CARE SYSTEM OF UKRAINE AT THE PRESENT STAGE
Summary
This article is devoted to the study of the basic provisions of state regulation in the health care system of Ukraine at the present stage of its development. Given the process of reforming the health care system, the need to determine the functions and directions of state regulation in this industry is of a high degree of importance.
The author reveals the basic concepts and differences of state regulation in the health care system, highlighting elements of government regulation, which today require revision and clarification of legal regulations. The author also identifies differences in public administration and state regulation in the field of healthcare.
In addition, the author notes the need to address the issues of achieving the effectiveness of the health care system, since negative trends cause serious sociopolitical problems and require government intervention.
The article also discusses the issue of identifying interrelated areas of legal regulation in the health sector, which imply the need to use specific mechanisms and regulators to achieve a high level of efficiency in the entire health care system. Among the important gaps in the health care system of Ukraine, the author points to the state of the national health care system, which today does not allow to achieve a high level of activity in the emerging market of medical services.
Based on these problems, the author identifies the main function of state regulation in the field of health care today, which is to create a single legal framework for solving complex legal problems in the context of reforming economic relations in the system. The solution of this problem, according to the author, lies in the choice of a strategy for community development, the state medical program, taking into account the existing medical standards and state control over them.
