Анотація
У статті надається порівняльний аналіз поняття "криза", розкриваються основні елементи соціально-політичних та економічних криз, наводяться ознаки і приклади виникнення й розвитку феномену сучасних гібридних криз, прототипи яких існували здавна, дається визначення цього типу національних криз.

HYBRIDN CRISI OF SOCIAL AND ECONOMIC SYSTEMS
Summary
The article gives a comparative analysis of the concept of "crisis", reveals the main elements of socio-political and economic crises, presents the elements and examples of the emergence and development of modern hybrid crises phenomenon, prototypes which have existed since, given the definition of this type of national crises.
It also focuses on the emergence of new forms and types of crisis phenomena due to the modern enhancement of the economic and political-psychological struggle for a new world order against the background of non-alterable and permanent information and hybrid wars. The recent crises analysis allows to conclude their hybrid nature, the possibility of their research on the basis of the latest in-life research papers by the prominent Russian-American sociologist P. Sorokin on the humanity social dynamics and the theory of change.
In particular, at the beginning of 2019 in Venezuela there was a crisis phenomenon with manifestations of new features, which allows to be identified as a hybrid crisis, which has already brought the country closer to the attempts of a coup for the third time in the last quarter. The modern world economy is an integral part of the general socio-economic systems of various scales and levels. The government crisis of late 2018 — early 2019 (shutdown) the US administration quickly "threw" to Venezuela, which was already in a protracted socio-economic crisis. As a consequence, this phenomenon requires its theoretical study and definition as a concept on the basis of a comparative analysis of crisis phenomena and situations that are reflected in the scientific discourse of the present.
Under the study of transformation processes and crisis situations, the nature theoretical and methodological developments of complex unsustainable phenomena (economic, social, political, legal, etc.) with lots of unknowns occupy a significant place. Today there is a significant number of interpretations of crisis phenomena that are inherent in any transformation systems.
The main contradiction, which can occasionally cause systemic and hybrid crises in a particular country, is inadequate capacity of the regulatory mechanism of public administration for the need for rapid practical implementation of the relevant changes and intensive restructuring of internal processes in the authorities' structures, including political-military character in conditions of simultaneous influence internal and external factors. Neutralization of the consequences of the socio-political crisis in the country, especially from the outside, must begin with clear and rapid changes in the governing bodies of the central state and, subsequently, regional team, while strongly supporting such actions by the consolidated part of the truly patriotic forces of the national society under the conditions of understanding. masses of specific goals of socio-economic development and civilizational landmarks based on the internal values and interests of the nation.
