АНАЛІЗ ЗМІСТУ ПРОЦЕСУ ТРАНСФОРМАЦІЇ АГРАРНОГО СЕКТОРУ ЕКОНОМІКИ

Анотація

У статті на основі аналізу результатів досліджень про трансформаційні процеси аграрного сектору економіки нами визначено трансформацію аграрного комплексу як природно-еволюційного процесу суспільного розвитку, спрямованого на підвищення стійкості економічного зростання за рахунок розширеного відтворення всіх видів ресурсів та якісного перетворення життєвого рівня населення, в основі якого лежать глибокі, масштабні зміни соціально-економічної структури агроекономіки, різних господарюючих форм й способів ведення аграрного виробництва, інституціонального ринкового середовища. Визначено, структуру трансформаційного процесу в аграрному секторі економіки як сукупність таких елементів: лібералізація цін і торгівлі; земельна реформа; різноманітність форм власності та господарювання; формування й розвиток сільської фінансової системи та суспільних інститутів.

ANALYSIS OF THE CONTENT OF TRANSFORMATION OF THE AGRICULTURAL SECTOR OF ECONOMY

Summary

The problem of the process of transformation of the agrarian sector of the economy is considered by the authors in quite a number of analytical and forecast studies, which discuss the first practical results of domestic transformations, give critical assessments of the actions of reform economists, formulate recommendations for the future. However, in most special sources there is no analysis of the content of the process of transformation of the agrarian sector of the economy and the exact terminological definition of this concept. The analysis of the transformation theories made it possible to distinguish two components of the process. The first is expressed in the direct natural transformation effect on nature in order to obtain the benefit to meet the needs of maintaining its existence. The second component reflects the social relations between people in the process of satisfying the needs for the continuous passage of all phases of social production: production — distribution — exchange — consumption. The transformation of the two components of agrarian production means the formation of an economic system that should meet the needs of a newly developed state. In this sense, the economic basis of transitional changes is the general character of the transformation of productive forces and industrial relations. In the article, based on the analysis of the results of studies on the transformational processes of the agricultural sector, we identified transformation of the agrarian complex as a natural-evolutionary process of social development aimed at increasing the sustainability of economic growth through expanded reproduction of all types of resources and qualitative transformation of the living standard of the population, based on which deep, large-scale changes in the socio-economic structure of agroeconomics, various economic forms and methods of agricultural production but the institutional market environment. The structure of the transformation process in the agrarian sector of the economy as a set of the following elements is determined: liberalization of prices and trade; land reform; variety of forms of ownership and management; formation and development of rural financial system and public institutions.
